BACKGROUND:On January 17, 2014, the Consolidated Appropriations Act of 2014 was signed into law, thereby funding the construction of the Central Records Complex (CRC) in Frederick County, Winchester, Virginia. The CRC will centralize Federal Bureau of Investigation (FBI) records from around the world, including FBI Headquarters, field offices, and legal attaches. The CRC will ensure FBI records are stored in a facility which is compliant with the National Archives and Records Administration's federal records storage standards. In addition to records storage, the new facility will include office space, a visitor screening area, a guard booth, and parking. The facility will house more than 440 personnel from across the FBI’s Information Management Division (IMD). The Administration and Training Building (ATB) and Interim Central Records Complex (ICRC), or its successor, will house the remainder of division's personnel

OBJECTIVES: Provide Organizational Change Management, Communications, and Workforce Transformation Expertise to the Information Management Division (IMD) to support IMD’s transition to the CRC. The transition will require all FBI closed case paper files to be moved from the 56 Field Offices, and FBI Headquarters (to include the ARC, Gravel Road, and Iron Mountain). Coordination with IMD personnel, other FBI Divisions/entities, and external partners will be essential to ensure the safe shipment of the files to the CRC. In addition, as personnel transition to the CRC, some job functions traditionally performed will no longer be applicable. Required skill sets will change to support the new technology and the new processes for how the files are managed. IMD will need the expertise of these SMEs to ensure a successful organizational change management strategy, communications, and workforce transformation.

SCOPE:The move to the CRC is an enormous change for some of the personnel, and the IMD wants to ensure organizational readiness and preparation, stakeholder analysis, communication planning, human resources (HR) and training. The five SMEs will help facilitate the exploration of expectations, personnel training and communications with the workforce. Organizational Change Management (OCM) is a framework structured around the changing needs and capabilities of an organization. OCM is used to prepare, adopt and implement fundamental and radical organizational changes, including culture, policies, procedures and physical environment, as well as employee roles, skills and responsibilities.



  • Bachelor of Arts (BA) or Bachelor of Science (BS) degree from an accredited institution

  • Top Secret Security Clearance

  • Possess superior verbal and written communication skills

  • Possess excellent analytical, interpersonal, and presentation skills

Organizational Change Management SME (1)

  • At least ten (10) years of experience defining, designing, developing and implementing organizational change management strategies, processes and practices to support a large-scale change to a portion of the workforce.

Level 2 Communications SME (2)

  • At least 10 years of experience with executing a communication strategy, updating as needed to reflect the communication activities which may change as a result of the phased implementation approach, changes to communications vehicles, or any potential technology constraints or enhancements. Experience with communicating across all stakeholders, using a varied approach which addresses the capabilities and limitations of the current communications environment, effectively using all available resources in the current structure, and is appropriately phased over the life of the effort.

Workforce Transformation SME (2)

  • At least 10 years of experience working with organizations undergoing significant change, to include, but not limited to, assessing the current workforce, measure the skills gaps, and establishing training curriculum flexible enough for every member.
