The Program Analyst is a member of the Resources and Appropriation (F/RA) staff and serves as a part of the Operational Plan team. The incumbent provides technical guidance for multiple budget-related processes and teams. The incumbent performs duties ranging from routine tasks, such as maintaining program files and scheduling briefings and meetings, to more complex tasks, such as collecting, compiling, analyzing, designing, and maintaining spreadsheets in support of budget and financial tracking systems; drafting process-specific guidance; and editing public documents.

The Program Analyst ranks tasks in order of importance and impending deadlines, and handles several tasks simultaneously. The individual must develop a working knowledge of Department of State (DOS) and USAID policies and guidelines, as well as corporate practices and procedures. The individual is expected to become familiar with office/division technical issues and policies. DUTIES AND RESPONSIBILITIES

  • Acts as the lead support for the Operational Plan (OP) portfolio before, during, and after OP submission.

  • Supports project and task management by developing and maintaining project schedules and tracking the status of tasks to help ensure that schedules and deadlines are met.

  • Guides long-term requirements gathering, system development, and troubleshooting. Translates policy needs and changes into Information Technology system requirements.

  • Coordinates closely with the F Information Systems team to ensure that the OP module matches the identified requirements, and performs testing as necessary.

  • Coordinates with other F teams and with USAID/BRM and USAID/PPL on the OP process.

  • Develops and edits guidance materials for the OP.

  • Drafts and edits communication products including cables, memoranda, and presentations that communicate the OP process.

  • Develops and edits training materials for the OP, including step-by-step walkthroughs, PowerPoint presentations, handouts, and webinars.

  • Develops documentation for the OP process, including written Standard Operating Procedures (SOPs) and process maps.

  • Leads in-depth training, both in person and via web, and bureau- or office-specific training.

  • Provides technical support for F staff, bureaus, and missions by responding to inquiries about the OP process.

  • Develops the OP After-Action Review, and tracks, analyzes, and presents data and reports together with the rest of the OP team.

  • Responds to data requests from the State and USAID Inspector General Offices, GAO, and other external entities, managing the dissemination of sensitive information.

  • During other times of the year, provides support and backup for other budget formulation and execution functions, including reviewing/editing PowerPoint slide presentations, assisting with Key Issues reviews, Congressional Notification tracking, etc.

  • Performs other duties as assigned.

Qualifications

The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • The position requires a BA/BS and/or minimum of 5-6 years of professional experience related to the position , or an MA/MS and/or 3-4 years of professional experience.

  • Requires proficiency in the use of Microsoft Office with an emphasis on Excel spreadsheet skills, PowerPoint, Internet and e-mail applications.

  • Experience in the use of database applications and presentation software are desirable.

  • Experience in the use of data base applications is recommended.

  • Candidate must have strong attention to detail and organizational skills.

  • Secret clearance required
