The incumbent will provide technical assistance in the HR process to recruit for and staff the Bureau of Conflict and Stabilization Operations (CSO). The incumbent will prepare and monitor all HR data and documents related to CSO Offices. The incumbent will provide any technical and advisory HR services and will also support the Global Horizon Center in updating methods, hardware and software, as well and training and standards.
The contractor shall provide qualified personnel to perform the tasks listed below:
Provides support for the CSO HR team within the Executive Office by performing program analyst and administrative support functions.
Assists bureau program offices in the on-boarding of unpaid interns by tracking the status of security clearances for both primary and alternate candidates.
Serves as the CSO bureau’s point of contact for Pathways IEP and ITEP students, which includes tracking students’ academic progress and hours worked and working with management to ensure that conversions are handled efficiently when the conversion has been approved by the CSO Front Office.
Tracks incoming staff members by ensuring that new staff members receive desk assignments, expeditious IT services, a sponsor, and proper orientation to the CSO bureau. Ensures that the appropriate OMS is informed of all GS and FS arrivals so that TATEL reporting will be accurate.
Tracks departing staff members to ensure that they complete CSO Out-Processing documents and return all electronic equipment before departure. Ensures that the respective OMS is informed of the departure date of all GS and FS staff who have TATEL accounts.
Assists in the coordination of the CSO Awards Program by ensuring that nomination packages are reviewed and processed by the Awards Committee members and award certificates are properly prepared. Inputs awards into the GEMS system and handles all logistical arrangements for the Awards ceremony.
Organize and maintain HR filing system on Sharepoint.
Help identify and prioritize crisis response and conflict prevention opportunities for the Department; these may be country, region or thematically focused, or a combination thereof.
Support or conduct research and analysis on conflict dynamics; this may be focused on specific countries, regions or thematic issues that intersect with conflict;
Broaden and deepen analysis of conflict by engaging with, or devising ways to illicit perspectives from subject matter experts in the U.S. and abroad and local constituencies and civil society.
Prepare analytic reports for various audiences, ranging from experts to laymen.
Support the deployment and management of CSO’s Global Horizon Center (GHC) to include content curation and systems administration.
Support the development of new and continuing social media analytics tools, and other emerging technology as needed, for early warning and conflict prediction in the GHC.
Support implementation of the GHC outreach plan including coordinating events, interactive GHC trainings, and Department and Interagency briefings.
Follow up administrative requests, and other clerical functions.
The incumbent must possess highly developed written and oral communication skills.
Ability to learn and understand the views of the leadership to enable the incumbent to perform duties such as making associated decisions and preparing correspondence for those officials.
Ability to learn the Office's mission programs, goals, objectives, and substantive issues monitored by CSO as they relate to the overall administrative structure and processes of the Department
Knowledge of and ability to use the most current Microsoft Office Suite, Word, Excel, PowerPoint, Access, SharePoint, and Outlook.
Has an active Secret clearance.
Has a BA degree.
