Description

The Estimator is responsible to coordinate Cognizant Government Autority (CGA) approved out of scope projects, new construction and tasks. Specifically, the Estimator must be able to accurately project the cost of upcoming all project Safety regulatory compliance requirement are met. The Estimator identifies job order requirements; personnel, materials, labor and environmental regulatory issues are addressed for each and every authorized project. In addition, the Estimator ensures that a detailed scope and Statement of Work (SOW) is received in order to obtain a minimum of three (3) estimates to the CGA for all projects that is completed and ensures the Estimator is completed within quality and safety guidelines and policies of Akima Support Operations and the Denfense Logistics Agency. The Estimator maintains a detailed spreadsheet to indicate the status, costs and other pertinent details to keep the customer informed at a minimum on a weekly basis. The Estimator must ensure that he/she stays within the budget limits and takes appropriate approval action when requirements emerge that impact overall project costs.

Essential Functions

  • Review and understand the needs/requirements of the SOW.

  • Identify project resources required for the project based on the scope of work.

  • Responsible for the development of project schedule and schedule updates.

  • Estimates equipment, manpower, cost of project and materials required to complete each project.

  • Manage the project’s budget and ensures the job is started and completed on time.

  • Identify if the job will be subcontracted or done with the existing labor force.

  • Establish the estimated completion rate, track progress and frequently brief the customer on these details.

  • Build and develop relationships with suppliers, equipment vendors, etc.

  • Review material and labor requirements to decide whether it is more cost-effective to produce or purchase components.

  • Prepare and maintain a directory of suppliers, contractors and subcontractors.

  • Resolves cost discrepancies by collecting and analyzing information.

  • Researches and evaluates subcontractor based on price, quality, selection, service, support, etc. and solicits bid proposals. Ensure subcontractors are briefed and sign existing safety and Environmental regulatory requirements for conduct on the DLA facility.

  • Perform other duties as assigned.

Qualifications

Requirements

  • Experience with Government contracting requirements including the Federal Acquisition Regulations (FAR) and Individual Job Orders (IJO’s).

  • Previous experience providing services to the Defense Logistics Agency or Army.

  • Construction/engineering degree or equivalent combinations of technical and/or related experience.

  • Must have 3 to 5 years experience in Government contracting on a maintenance of facility maintenance contract or in that capacity.

  • Must have strong analytical and mathematical skills.

  • Proficiency in MS Office (Word, Excel, etc.)

Knowledge, Skills and Abilities

  • Possess knowledge of commonly used concepts, practices and procedures used in all areas with the Performance Work Statement.

  • Knowledge of building construction, materials and methods.

  • Knowledge of building codes and electrical, or plumbing, or mechanical and related codes.

  • Experience in oversight of research and planning, evaluation goal achievement, and contract performance measurement against Acceptable Performance Levels.

  • Ability to create oral and written reports clearly, concisely and effectively.

  • Ability to interface and communicate effectively with others.

  • Ability to work as a team and foster confidence in all.

  • Must have a good eye for detail.

  • Possess high attention to detail and quality control.

  • Ability to analyze, compare and interpret detailed but sometimes poorly defined information.

  • Must have strong communication and interpersonal skills.

The Estimator : Ensures that adherence to all OSHA, State, Local and Company Safety policies, regulations, incident management and documentation requirements.

Physical Demand

Frequent sitting, using hands/fingers, handling, reaching with hands and arms, talking, hearing and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); occasional walking; standing for up to 4 hours; occasional lifting of up to 25 pounds. Work performed in a professional office.
