Lynxnet LLC has a position open for an Analyst.

This position will coordinate closely with the government and other support contractors toeffectively and efficiently develop Mission Essential Task Lists (METLs) for Coast Guard units to support mission and unit readiness reporting, analysis of force readiness, and requirements development.

Essential Functions:

  • Identify, compile, and analyze key reference material for requirements and related data to guide METL development and revision decisions.

  • Coordinate and disseminate program goals, and identify partners and stakeholders.

  • Lead teams of subject matter experts, collaborating on technical and professional knowledge to develop and revise the CGUTL and CG METLs.

  • Assist in creating strategy and implementation of METL development and revision project plans.

  • Assist with developing and implementing CG readiness reporting policies and performance measurement goals.

  • Guide validation of requirements for new or revised METLs.

  • Assist to develop and manage project scope, deliverables, and timeline development.

  • Guide development of METLs publications based on analysis of field performance discrepancies and requirement gaps.

  • Assist in entering data into the CG-RACE, DRRS-N, DRRS-S, NTIMS, and other Readiness Reporting systems, as directed.

  • Assist in continuing update and revision of the Coast Guard Universal Task List (CGUTL).

  • Apply the ADDIE (analysis, design, development, implementation, and evaluation) or DMAIC (define, measure, analyze, improve, and control) methodologies in analytical work.

  • Assist in preparing briefings and other materials as directed.

  • Assist in preparing meeting notes and reports after events.

  • Assist in Coast Guard readiness data analysis.

Qualifications

Required Skills and Qualifications :

  • Experience and/or military service in the USCG or related maritime operations

  • At least 2 years of experience in USCG cutter operations (class cutters 110’ or larger required). Or

  • At least 2 years of US Naval experience in naval operations or training development

  • Must be able to obtain Secret security clearance.

  • Must be able to obtain DRRS-N and DRRS-S accounts and USCG unclassified and classified email accounts.

Knowledge, Skills & Abilities:

  • Demonstrated training and management skills.

  • Demonstrate collaboration and communication skills.

  • Must be able to use MS Office applications such as MS Word, PowerPoint, Excel, etc. and be able to write and communicate effectively.

  • Ability to develop technical publications.

  • Demonstrate complex problem solving and critical thinking skills to identify, implement and/or monitor alternative solutions.

  • Demonstrate time management skills to achieve project objectives.

TRAVEL:

  • Travel may be required to various US Coast Guard locations in the United States and territories.
