Job Summary The Project Controller is a project management professional who provides detailed analysis and reporting on project or program status within an established system of project controls. The Project Controller: Assumes primary responsibility for analysis, developing, and reporting associated with various project controls job duties, such as project baseline, work package agreements, cost control, cost estimation, earned value management (EVM), projections, variance analysis, schedules, project/program/portfolio integration or technical project reviews. Responsible for using knowledge and experience in project controls, supports the technical project management team in project management activities. Serves as the centralized Point of Contact to internal and external business partners and sponsors to manage the integration of cross portfolio elements including but not limited to Finance, Procurement, Funds-in, Legal, Export Control, Property Transfer, Risk Management, Project and Business Management and Sponsor teams.

Job Specifications Integration Management:

Provides detailed analysis and reporting of project status within an established system of project controls.

Works with the project technical leads to execute project management activities including project plan development, project monitoring and control, and integrated change control.

Teams with technical staff, project leads and managers to make recommendations to influence key decision makers within the scope of project controls (work breakdown structure, schedule, and budget/cost).

Analyzes, compiles, and presents project specific data from a variety of sources to meet on-demand needs.

Researches, assembles, and evaluates project information or data and recommends sound, practical solutions to project related issues.

Utilizes information management, access controls management, configuration management, program integration and communications, and risk management processes to support project teams. Assists with customer interactions, including arranging and documenting periodic reviews and tracking project management deliverables and presenting project management status to external or internal customers.

Facilitates internal team communications and meetings.

Requirements and Scope Management:

Understands the scope of work to sufficiently build and status schedules, cost plans, spend plans, within a variety of project controls tools.

Schedule Management:

Works to incorporate resources into the schedules as required and formulate a schedule baseline.

Updates the schedule status as required, produces reports, and tracks variances and recommends corrective action.

Utilizes earned value management techniques or other management techniques to understand relationships between planned work, executed work, and actual costs.

Cost Management:

Analyzes, prepares, validates, and maintains cost estimates, detailed baseline budgets, work package agreements, and monthly cost variance reports.

Utilizes earned value management techniques or other management techniques to understand relationships between planned work, executed work, and actual costs.

Quality Management:

Helps administer change control to schedule and budgets, ensuring that all changes are documented via the appropriate change control process.

May work with the project technical leads and/or project managers to ensure quality tasks are properly planned and executed.

Human Resource Management:

May work with technical leads and/or project managers to execute the project controls plan including organization planning, staff acquisition, and team development to ensure effective use of project controls and other non-technical disciplines.

Communication Management:

May work with technical leads and/or project managers to prepare timely and accurate reports.

Risk and Opportunity Management:

Analyzes the schedule, including ensuring that schedule logic is consistent and maintained, analyzing what-if scenarios, reviewing critical-path reviews (including secondary or tertiary critical-path, where applicable) as required.

May work with technical leads and/or project managers to ensure risks and opportunities are integrated with schedule and budget.

Procurement Management:

May work with technical leads and/or project managers to ensure that goods and services of the proper quality are obtained when needed by the project, according to the project schedule.

Knowledge, Skills, Ability Technical or Business Degree.

Knowledge of assurance processes, business operations, fiscal and scheduling systems, and acquisition standards.

Ability to achieve PMP or equivalent certification within three years of hire.

Knowledge of the relevant product domain.

Ability to make decisions across project controls and business disciplines.

Knowledge of business and/or technical acumen.

Demonstrated leadership skills, including the ability to develop and articulate a strategic plan and successfully implement it to deliver desired results.

Excellent verbal and written communication and presentation skills.

Ability to effectively communicate across project controls and business disciplines

Ability to effectively communicate with science and engineering technical leads.

Ability to interface with management at all levels.

Knowledge of and experience with standard project management practices including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, and procurement management.

Proficiency in tools and applications commonly employed in project management activities.

Demonstrated teaming skills, including the ability to work effectively with other organizations, functions, project sponsors and customers, and suppliers.

Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks in a high-pressure environment.

Minimum Qualifications (Required) Requires Bachelor's degree in relevant discipline and 5 years of demonstrated experience in Project Controls; or Master's degree in relevant discipline and 2 or more years of demonstrated experience in Project Controls; or equivalent combination of education and experience.

Preferred Qualifications (Desired) Intermediate to expert skills in project management scheduling software (Primavera/P6 and MS Project).

Experience with Earned Value Management reporting and analysis.

Ability to plan and manage multiple tasks and projects.

Experience with Oracle financial software.

Interest and ability to work as an integral part of the project team and technical team that includes a variety of engineering disciplines.

Effective analytical and problem solving skills.

Ability to work independently and on teams to organize, prioritize, and follow through to completion on multiple tasks, under strict deadlines and changing priorities.

Ability to interact effectively with all levels of internal and external personnel, including the ability to build effective working relationships.

Effective communication skills in both oral and written formats.
