The Project Controller provides detailed analysis and reporting on project or program status within an established system of project controls. The Project Controller: Assumes primary responsibility for analysis, reporting associated with various project controls deliverables and activities, such as project baseline, work package agreements, cost control, cost estimation, Earned Value Management (EVM), projections, schedules, project/program/portfolio integration or project reviews. Responsible for using knowledge and experience in project controls, supports the project management team in project management activities. Serves to support the integration of cross- project elements including but not limited to Finance, Procurement, Funds-in, Risk Management, Project and Business Management, and Sponsor teams.
- Provides detailed analysis and reporting of project status within an established system of project controls. - Works with the project technical leads and project manager to execute project schedule development, project monitoring and control, and integrated change control. - Partners with project managers, technical leads, and managers to make recommendations to influence key decision makers within the scope of project controls (work breakdown structure, schedule, and budget / cost). - Analyzes forecasts to identify issues before they become problems, enabling projects to react timely and develop appropriate solutions. - Understands the scope of work sufficiently to build and status schedules, generate budget profiles, and support Estimate at Completion (EAC) development by utilizing a variety of project controls tools. - Utilizes Earned Value Management or other management techniques to generate detailed analysis of project status related to cost, schedule and performance, prepares variance analysis and recommends corrective actions. - Analyzes, compiles, and presents project specific data from a variety of sources to meet on-demand needs. - Researches, assembles, and evaluates project information or data and recommends sound, practical solutions to project issues. - Teams with information management, configuration management, program integration and communications, and risk management to support project teams. - Assists with customer interactions, including tracking project management deliverables and presenting project controls status to external or internal customers. - Facilitates internal team communications and meetings. - Incorporates resources into the schedules as required and formulate a schedule baseline. - Updates the schedule status as required, produces reports, tracks variances, and recommends corrective action. - Analyzes, prepares, validates, and maintains cost estimates, detailed baseline budgets, work package agreements, and monthly cost variance reports. - Administers change control to schedule and budgets, ensuring that all changes are documented via the appropriate change control process. - Works with the project technical leads, quality engineers, and/or project managers to ensure quality is planned and executed. - Works with technical leads and/or project managers to execute the project controls plan including organization and resource planning, and team development to ensure effective use of project controls. - Analyzes the schedule on a routine basis to ensure that the schedule logic correctly represents the flow of work. Generates and analyzes what-if scenarios, and conducts critical-path analysis and float analysis as required. - Works with technical leads and/or project managers to ensure risks and opportunities are integrated with schedule and budget. - Works with project team and procurement to ensure that goods and services of the proper quality are obtained as required by the project.
Knowledge, Skills, Ability Knowledge of and experience with standard project management practices including project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, resource management, communications planning and management, risk and opportunity management, and procurement management. - Knowledge of assurance processes, business operations, fiscal and scheduling systems, and acquisition standards. - Knowledge of and/or experience with scheduling best practices, including work breakdown structure development, schedule logic and dependencies, change control and Earned Value Management Systems (EVMS) - Knowledge of the relevant product domain. - Demonstrated ability to make decisions and communicate across project controls and business disciplines. - Ability to develop and articulate a strategic plan and successfully implement it to deliver desired results. - Demonstrated verbal and written communication and presentation skills. - Proficiency in tools and applications commonly employed in project management activities. - Demonstrated teaming skills, including the ability to work effectively with other organizations, functions, project sponsors and customers, and suppliers. - Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks
Minimum Qualifications (Required)
Experience with Earned Value Management principles and methodology, including experience using Primavera P6 and COBRA, or other Earned Value engine
Requires a Bachelor's degree in Business or degree relevant to project control accountabilities and demonstrated experience in Project Controls
Ability to interface with management at all levels. Ability to obtain a U.S. DOE Q-level security clearance.
Excellent verbal and written communication and presentation skills.
Ability to effectively communicate across project controls and business disciplines
Preferred Qualifications (Desired)
Active Q or Top Secret clearance.
Knowledge of the Nuclear Weapons complex and product realization process. Experience working with the Department of Energy, the National Nuclear Security Administration, or the Department of Defense.
Project management education and certification(s).
Experience with Earned Value Management principles and methodology, including experience using Primavera P6 and COBRA, or other Earned Value engine. Proficiency in tools and applications commonly employed in project management activities.
Demonstrated teaming skills, including the ability to work effectively with other organizations, project sponsors and customers, and suppliers. Demonstrated ability to effectively communicate and interface with science and engineering technical management and staff.
Demonstrated ability to effectively interface with management, customers, and stakeholders at all levels.
