Job Description

The Systems Engineer provides management, supervision, coordination, support, and monitoring of a project team. Requisite responsibilities include performance of various systems, the provision of technical guidance, direction, or training across multiple functional areas. Provides input for proposal preparation, project estimation and budgeting,technical review, and presentation. Manages, tracks, controls, and reports on all aspects of engineering project performance, including technical, logistical, subcontractor, and vendor oversight. May provide support in the areas of leadership, development or overseeing development of, systems requirements, design, documentation, algorithms,software implementation, hardware layout, integration, installation, analysis, and peripheral interfaces. Generates, or oversees generation of, test and evaluation plans, and executes those plans when necessary. Candidate is responsible for telecommunication and network planning; engineering analysis; network system development and implementation;development of testing and diagnostic software; development of communication network software development tools; preventative and corrective maintenance and telecommunications and network troubleshooting.

ESSENTIAL DUTIES

  • Provide preventative and corrective maintenance of the Microwave Radio system IAW established availability metrics;this may require on-call support to achieve metrics.

  • Plan and perform physical inspections and performance turn up and testing for the new microwave link equipment and/or circuits.

  • Provide on-call support for system casualty response and maintenance; on-call duties are based on rotationalschedule between three engineers; duty phone will be provided.

  • Provide system management and documentation support as required to execute testing and cut-over of any newequipment and circuits on the network.

  • Perform quality assurance and acceptance of Microwave Radio site maintenance in accordance with applicablemanufacturer requirements. Clearly document results in reports, digital photographs, drawings or redline annotations todrawings as appropriate.

  • Review system designs (drawings, specifications, and other documents) to ensure compliance with operational andfunctional requirements. Inspect installation of radio equipment, MUX equipment, cabling, and antennae at remote sites,communication centers, and telecommunications frame rooms.

  • Provide advanced understanding of broadcasting and telecommunication rules and standards; extensive engineeringanalysis of telecommunications alternatives in support of Microwave Systems. As required, provide enhancement designsfor the Microwave Systems infrastructure.

  • Provide management support to the Government client by developing and providing briefings for meetings with otherFederal and State agencies. Work with Federal and State agencies to insure proper user agreements are in placefor the use of microwave network facilities and bandwidth.

  • Develop new alternative routing when required to preventdata outages and bypass system problems.

  • Provide planning for circuit backup when outages are anticipated and canbe worked around. Develop work schedules for maintaining the microwave network and new construction.

  • Developfacility design specifications and tower requirements for additions, engineer new microwave paths to provide requiredthroughput requirements.

  • Identify new equipment, test equipment and supplies for maintaining, testing, and monitoring theoperational links.

  • Monitor and provide quality assurance oversight for ongoing installations and maintenance.

Qualifications

BASIC QUALIFICATIONS

Baccalaureate Degree in the field of Engineering, Computer Science, or a related discipline from an accredited University

  • Note: General and specialized experience may be substituted for education

General Experience:

  • Seven (7) years of experience working with C4ISR systems in the areas of requirements, engineering, and lifecycle management.

Specialized Experience :

  • Eight (8) years of work experience in the field of communications/network engineering.

  • Five (5) years of experience performing analysis, inspection, troubleshooting, installation, testing, and maintenance of microwave radio sites to include network and microwave equipment.

  • Equipment expertise: Expertise required in radio frequency, computer and telecommunications systems, including, but not limited to:

  • Windows Operating Systems/ Server Systems

  • Microsoft Office

  • Microsoft Visio

  • Adobe Acrobat

  • Cisco Routers and Switches

  • SONET and T1 Multiplexors

  • Microwave Radio Equipment

  • Test Equipment Expertise: Expertise required in operation test equipment, including, but not limited to:

  • Power Meters

  • Digital Multi Meters

  • Communications Service Monitors

  • Transmission Impairment Measurement Sets

  • Battery Plant Analyzers

  • T1 Test Sets

Security: Must possess or have the ability to obtain Secret level DoD security clearance.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

This position involves office, industrial, and shipboard working environments. Some lifting and/or moving up to 50 pounds required. Capable of working outdoors in remote locations, climb towers, and work in high altitude environments. Industrial work environments and non-standard working hours to include on-call situations are likely.
