The Subcontracts Manager, Construction is responsible for implementing subcontract management activities for the Construction Group within Akima and will function as an integral member of the Procurement team supporting, collaborating with and maintaining relationships with senior leadership, Program Management Offices, personnel at all levels as well as with other internal businesses and external suppliers.

Provides cradle-to-grave subcontracts support for the Construction group. Negotiates subcontract price/cost, profit/fee, terms and conditions, and schedule for new subcontracts and modifications. Drafts subcontract business and technical terms, develop negotiation strategies and provide directions to the team on management and oversight of all subcontract agreements.

Prepares RFP packages, analyze and evaluate proposals, negotiates subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts. Administers assigned subcontracts to ensure compliance with subcontract terms and conditions.

This role may have up to 5% travel required. Work location may be in Herndon or Manassas, VA.

DUTIES AND RESPONSIBILITIES:

  • Prepares bidders lists

  • Prequalifies bidders

  • Forms Request For Proposal (RFP) packages

  • Issues RFP packages to approved bidders

  • Coordinates bidders questions and answers to those questions

  • Receives proposals

  • Evaluates proposals

  • Develop and negotiate nondisclosure agreements, teaming agreements, master subcontract agreements, blanket purchasing agreements

  • Prepares Bid Summary and recommendation letter

  • Oversee and participate in high value subcontract negotiation

  • Develop and maintain strong business relationships with the subcontractors

  • Oversee the management of subcontractors to meet all subcontract requirements including but not limited to management of financial obligations and mitigating cost overruns, schedule, technical and quality requirements

  • Develop and implement strategy to support proposal efforts for new business pursuits

  • Ensure subcontract compliance with Company policies, Public Laws in Government and commercial environment such as Federal Acquisition Regulations (FAR/DFAR), FAA, NASA, DOE, ITAR and import/export requirements

  • Manage administrative tasks including the coordination and support of milestone payment, performance based payment, invoice review, and ongoing communication with the subcontractors and program teams

  • Measure the effectiveness and performance of subcontractors

  • Manage and provide guidance in the selection and issuance of fixed price, time and materials, labor hours and cost-type agreements and/or purchase orders

  • Develop solutions in resolving supplier contractual issues

  • Perform risk assessment, identify potential risks and impacts, and develop mitigation plans

  • Participate in source selection process and the development of cost proposal during new business pursuit working collaboratively with the Management

  • Build and maintain solid relationships based on mutual respect with senior level internal and external customers, peers and team members

  • May mentor or supervise other team members

  • Some local travel is required

Qualifications

REQUIRED SKILLS

  • Thorough understanding of federal procurements for minimum of a period of at least 10 years with 5 years specific to construction.

  • Proven ability to support multiple diverse subcontracts with federal, state, and other agencies

  • Thorough knowledge and experience with Government regulations and Public Laws

  • Experience with insurance requirements supporting Defense Base Act requirements and aviation support operations

  • Experience with the Service Contract Act and Davis Bacon Act its application

  • Understanding of Liquidated Damages and its application within subcontract agreements

  • Develop and negotiate nondisclosure agreements, teaming agreements, master subcontract agreements, blanket purchasing agreements

  • Demonstrated ability to influence key decision-makers and to effectively negotiate with Subcontractors

  • Working knowledge of Earned Value Management System (EVMS) and Risk Management

  • Sound leadership, problem solving and critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity

  • Exemplary written and oral communication skills, strong presentation skills, ability to listen well and communicate effectively with others

  • Proven ability to collaborate across the organization and operate effectively within a matrix environment by resolving conflict and influencing others

  • Must be able to obtain a US Government Security Clearance

  • Thorough understanding of the bonding process as it relates to subcontractors

  • US Citizenship is required.

  • The candidate must possess in depth knowledge of software applications: word-processing and spreadsheets.
