Director of Operations (Top Secret Clearance)



Ikun, LLC is at the forefront of Inter-agency communications and operations management, and focused on services for Homeland Security and Emergency Preparedness and Response. Ikun specializes in Logistics Management, Mission Systems Support, Software Development and Data Center Management. The Director of Operations will provide support for Ikun’s federal programs that consist of a portfolio of complex projects. The Director isresponsible for managing people responsible for projects/programs involving federal and prime contract customers.

This position will require working closely with federal and prime contractor customers, specifically Federal Government: Federal Bureau of Investigation (FBI), United States Coast Guard (USCG), Department of Defense (DoD), and Department of State (DoS). The selected applicant will have overall responsibility for the operational and financial performance for the Ikun diversified market portfolio.

Key Responsibilities will include, but are not limited to:

  • Providing transition management duties for new contract phase-ins

  • Ensuring compliance with relevant corporate and government policies and standards

  • Managing financial performance of contracts with a goal of achieving the highest possible net income; working closely with project management staff to implement methods for increased efficiencies, staffing/scheduling models that will ensure program requirements are met

  • Managing day-to-day tasks to achieve company goals and serves as a link between Akima shared services and company staff and personnel

  • Writing and conducting performance evaluations, making employment decisions, setting performance goals and objectives for project managers and staff

  • Supporting business development/capture efforts

  • Responsible for monitoring and managing subcontractor/vendor performance

  • Responsible for monitoring and managing quality and safety programs,including participating in reviews and audits

  • Provide mentoring, guidance and leadership to project managers

  • Champions company policies and procedures and improvements

  • P&L and contract/task management responsibility to include, but not limited to technical, pricing, schedule, compliance, staffing, customer satisfaction and financial reporting

  • Participate in the financial development of annual budget and quarterly P&L forecast

  • Provide recommendations to senior leadership on various processes to include overhead reporting, resource utilization, risk mitigation and business opportunities

  • Develop reports and dashboards to track business performance, identify trends and conduct analysis

  • Possess the communication skills to effectively deal with various levels of management, staff and customers

  • Ability to proactively and continually collaborate with senior management, colleagues and share services to ensure needed business outcomes

  • Proficient computer skills, spreadsheets, especially Microsoft Office applications

  • Ability to maintain discretion and confidentiality


Education and work experience:

  • Requires at least 10 years’ experience and knowledge at a senior operational level

  • Minimum of 10 years of demonstrated expertise managing the full life-cycle of multiple concurrent contracts (prime and sub), across multiple customer organizations, with multiple functional disciplines and at geographically disparate locations

  • 3-5 years’ experience with business development, capture, pricing and technical proposal development

  • 5-7 years’ experience managing budgets with profit and loss responsibility /accountability of at least $5 million per year

  • 5-7 years' managing people and effectively scheduling staff at all levels

  • PMP preferred (must obtain within 6 months)

  • Proven experience managing all phases of services deliver to include: staffing and recruiting, time accounting, contract management, reporting, security, customer relations, risk management, project execution and deliverables, and business growth

  • Experience working with different contract types (FFP, T&M, and Cost Plus)

  • Working knowledge of FAR regulations and Federal Government procurement processes

  • Ability to obtain a Top Secret (TS) clearance (preferably has active TS clearance)

  • BS in a related field; Master’s preferred
