Task Order Construction Manager

Position Overview:

This position manages Construction Task Orders under the FOMS III contract from receipt of the request for proposal for the tasking through close out.TOs range from $5K installations of kitchen equipment to $1M roof replacements.Work is mostly construction, new installation or major repair work.The Construction Manager will use the NASA Task Order Management System (TOMS) to submit proposals, respond to questions, and provide status updates to NASA customers.This position oversees subcontractor performance, and occasionally, in house personnel performing TO work.

Duties include:

  • Coordinate with planners and engineers to finalize SOW as needed

  • Coordinate with customer to understand future requirements and anticipated TOs

  • Schedule and deploy safety coordinators and quality inspectors as needed to ensure a safe, quality work product.

  • Work closely with Sr. Project Manager to determine if work is to be accomplished with in house personnel or subcontractors.

  • Coordinate with procurement to review quotes and make subcontractor/vendor selections for award.

  • Participate in project site walks with prospective bidders to discuss technical, schedule, and coordination issues.

  • Evaluate equipment submittals for compliance with SOW; leverage engineering and planning personnel as needed for technical support.

  • Assure deliverables are obtained and provided to the proper reviewing authority; such as safety plan, project schedule, crane plan, safety data sheets (SDS) sheets, Job Hazard Analysis (JHA).

  • Confirm all necessary documents are obtained prior to the implementation of any work. Such as certificates of insurance and other necessary documentation.

  • Hold preconstruction meetings with the subcontractor and all stakeholders.

  • Create and send meeting minutes to ensure good communication before, during, and after project timeline.

  • Obtain the required system outages in UOTS.

  • Coordinate with administrative personnel to obtain personnel badges

  • Perform QC and regular checks on contractor for quality as well as progress versus the scheduled milestones.

  • Review subcontractor invoicing to support approval of payment, assure incremental billed amounts (if applicable) are accurate.

  • Ensure weekly payrolls are submitted and reviewed for DBA work.

  • Coordinate any required inspections for safety or outside code enforcement prior to placing equipment/systems in service

  • Coordinates commissioning and operational readiness reviews with government personnel, shop personnel and other stakeholders prior to turnover.

  • Obtain O&M manuals and other relevant documentation and provide to the appropriate supervisor and Govt. Technical library.

  • Provide input on active projects in support of project status meetings with the Govt., including updating spreadsheets, weekly reports, etc.

  • Coordinate with Production Control to generate work orders for in house support.


  • Must be able to use MS Word, Excel and MS Project to generate project documents.

  • Competent written and oral communication skills

  • Ability to climb stairs, ladders, and walk through mechanical and electrical rooms.

  • Must be capable of learning how to use TOMS correctly and efficiently, after training, and with very little oversight.

  • Must have good analytical skills to review and comprehend simple project schedules, work values, and cost reports.

Material & Equipment Directly Used:

  • Computers. Advanced skills of Word, Excel & MS Project. Use of Printers and Copiers.


  • Bachelor’s Degree with at least 10 years’ professional experience in construction or project management related activities. In rare cases, experience may substitute for a degree.

  • A minimum of ten years’ experience in customer relations skills, communication skills, ability to work with others including Senior Management of ASO and NASA.
