Food Service Manager

The Food Service Manager (FSM) oversees and directs the day to day operations in the food service area for the Department of Homeland Security, Immigration and Customs Enforcement, Florence Service Processing Center. Is responsible for providing supervision, technical guidance, training and quality assurance for the Cook II, Cook I and Food Service Workers.

The FSM is dedicated to the management of all aspects of food service management and will coordinate closely with host facility staff to deliver services and activities required for and defined by the contract for the Florence Service Processing Center. The FSM shall manage the total work effort associated with the Food Service Management required by the contract to assure fully adequate and timely completion of these services.

Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, and quality control. The FSM shall provide an adequate staff of personnel with the necessary food management expertise to assure the performance of the work in accordance with sound and efficient management practices and to complete work in accordance with the time and quality standards specified herein.

RESPONSIBILITIES AND DUTIES

The duties of the FSM include but are not limited to the following:

  • Develop processes and methods to improve operational performance and ensure that food service operations and safety performance objectives are achieved.

  • Assist in developing food service program budgets and manage contract activities within established budgets.

  • Meet safety and environmental requirements associated with food service activities.

  • Oversee employee certification for food service staff.

  • Ensure employee training is accomplished in accordance with the contract.

  • Manage dining hall and kitchen personnel.

  • Ensure all food service areas are clean and sanitized at all times and personnel involved in food service adhere to cleanliness and sanitization standards defined in the contract.

  • Manage delivery of all food service and operations of dining hall activities; ensuring that operations are in compliance with contract and DHS/ICE requirements.

  • Supports the Quality Control Plan, PBNDS and ACA.

  • Maintains a 35-day cycle menu, that meets all dietary requirements for regular, vegetarian and all medical diets.

In Addition, the FSM shall:

  • Communicate with both FLETC and company staff regarding food service and dining hall activities, contributes to and ensures compliance of contract reporting and provide support as necessary to ensure all contract and corporate deliverables are met and all food service activities are accomplished on time, on budget, and most importantly, do not interfere with scheduled training activities.

  • Provide direct management and leadership of food service activities and company staff.

  • Direct the work of program staff in conducting food service and dining hall activities. This can include hiring, evaluating job performance, training/development, promoting and management of company staff.

  • Identify and resolve issues, complications, and technical problems related to staff, facilities, or equipment under company control.

  • Ensure that company staff members are able to respond appropriately to emergencies.

  • Coordinate with Government personnel to provide leadership and project direction.

  • Assist with identifying, acquiring and establishing technical and/or personnel resources necessary to maintain or develop contract support activities and programs

  • Shall possess at least five (5) years of experience (within the past 10 years) supervising personnel and working in the food services profession and

  • Experience in managing, planning, setting up, outfitting, and budgeting food services is mandatory.

  • Shall have a valid Food Service Handling Certificate, which is to remain current through the life of the contract.

  • Shall have proficiency in oral and written communications in English.

  • Demonstrated ability to guide, direct, schedule, supervise, and coordinate the efforts of others.

  • Must have understanding of time management methods to enable satisfying multiple competing objectives.

  • Ability to prepare management, business, technical, and personnel reports, reviews and documents for internal and external use.

  • Knowledge of objectives, policies, procedures, and requirements for managing a dining hall and food service contract.

  • Able to pass the National Agency Check (NACI), Person of Public Trust.

  • Must be a United States citizen, or a person lawfully admitted into the United States with permanent residence in the U.S. for the last five (5) years.

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED BY THE POSITION

  • A high school diploma or GED is required.

  • At least five years’ experience at supervisory or management level in custodial institutional custodial or military hospital or dining facility management relative to the size and scope of a 600 to 700 bed facility. Must have experience in purchasing and have experience training and evaluating staff.

  • Must have inter/intra communication skills with employees and department heads. Must be able to follow Standard Codes of Conduct pertaining to interaction with detainee population.

  • May lift or push up to 50 lbs. For extended periods of time may be required to stand or walk; push or pull heavy equipment.

  • Work areas may include all areas of the facility. May be exposed to cleaning chemicals and solvents. May work in close proximity to steam or gas ovens that produce intense heat. Works in close proximity to detainee population.

  • Skill in written and oral communication, such as preparation of correspondence, reports, and other documents; the ability to brief or otherwise convey plans, policies and guidelines, and to tactfully and diplomatically resolve problems and convince others to adopt recommendations made.

  • Speak, read, write, and understand English

  • Concisely and accurately prepare and write/review narratives of incidents and other written reports

  • Pass and maintain required medical testing requirements and standards

  • Possess a high degree of integrity, accountability and adhere to the American Correctional Association and DHS ICE National Detention Standards

  • Ability to work with a diverse population of people, including people of different cultures, with different values and lifestyles; with a cross cultural perspective
