BACKGROUND

The Information Technology Management Section (ITMS) of the Criminal Justice Information Services (CJIS) Division manages the development, engineering, and architecture of the IT systems located within the CJIS System of Systems (SoS) which includes the National Crime Information Center (NCIC).

OBJECTIVES: TUVA will provide SME services to investigate the feasibility of moving the NCIC system to the cloud, and support the cloud migration planning and execution.

SCOPE:The scope of this effort is to provide subject matter expertise to the ITMS in the area of cloud migration. The SMEs will be teamed up with Government staff to form a team using Agile methodology that will determine the feasibility of moving NCIC to the cloud; and the subsequent planning and execution of the NCIC migration. SMEs will be required to lead teams, complete research, perform analysis, and advise ITMS managers on their field of expertise. SMEs will lead teams designing, coding, testing, deploying, updating system documentation, engineering, analyzing, researching, and cloud-related prototyping. SMEs will also be required to provide expert cloud-related support in the areas of database administration, database tuning, database encryption and data migration.

TASKS

The Contractor staff shall work under the direction of the Government Task Lead. As integral team members of the ITMS, the Contractor staff shall perform cloud migration feasibility tasks and provide cloud migration planning and execution support for NCIC.

Migration Feasibility

The Contractor shall support the Government’s effort in determining the feasibility of running NCIC on a cloud platform. This support shall include, but is not be limited to, SME consultation to an Agile team simulating a production NCIC dataset in the cloud; creating and utilizing the equivalent of a day’s worth of production queries in the cloud; creating workload injection tools for the cloud; and mimicking NCIC tactical functionality in the cloud. The Contractor shall support the Government in defining goals and success criteria for feasibility to reasonably prove or disprove if NCIC tactical response time is achievable in the cloud.

Migration Planning and Execution

The Contractor shall provide expert cloud-related development and database support for NCIC Agile teams. This support shall include, but not be limited to, SME consultation to an Agile team planning the development of NCIC investigative and administrative functionality in the cloud and the migration of NCIC tactical functionality to the cloud.

Qualifications

SME QUALIFICATIONS

  • Bachelor of Arts (B.A.) or Bachelor of Science (B.S.) degree from an accredited institution. The government prefers Level IV SMEs to possess an advanced degree in the area of specialty and/or job training in addition to 16 – 18 years of experience in the field of expertise.

  • Top Secret Security Clearance

Specialized Experience Requirements

The Government is shifting to an Agile methodology development approach for IT projects. SMEs assigned to this TO will need Scaled Agile Framework (SAFe) or other equivalent Agile methodology experience to be successful in this task. Experience and familiarity with CJIS systems is beneficial to the SME positions but is not required.

The Contractor staff shall have extensive experience in the application of leading edge cloud-related technology.

All SME personnel shall have at least ten (10) years of specialized experience in their field of expertise. Specialized experience shall be determined by demonstrating skill and knowledge in the following areas:

Application Development Cloud SME, Level IV

Required:

  • 10 years of overall specialized experience in the professional information technology/software development services industry

  • 10 years of experience with Java / J2EE technologies and architecting solutions using Web technologies

  • 3 years project experience migrating and deploying cloud based solutions Microsoft Azure or Amazon Web Services (AWS)

  • 3 years architecting, implementing and supporting Microsoft Azure or AWS infrastructure and topologies

  • Self-starter with in-depth hands-on work experience with large-scale implementations of AWS

  • Knowledge of J2EE, .NET, and cloud technologies development languages and tools

  • Direct experience migrating applications from the enterprise to public cloud providers

  • Experience helping development teams build and deploy micro services based applications in public cloud

  • Experience with continuous integration and continuous deployment tools and processes

  • Understanding of emerging technologies and end-user needs

  • Strong analytical skills with the ability to learn new information quickly

Desired:

  • AWS Certified Professional

  • Experience with CJIS systems and environment

  • Understanding of Infrastructure as a Service, Infrastructure as Code and related concepts on public cloud.

  • Experience as a successful senior engineer and/or cloud engineer highly desirable

  • Experience with container technology, (e.g. Docker, Kubernetes, or other container orchestration platforms)

  • Demonstrated skills in leadership, communication, coaching, analysis, problem solving and short term and long term planning.

  • Experienced, persuasive and effective presenter, both written and verbal.

  • Experience leading high performance, results driven teams with a focus on client satisfaction.

  • Excellent interpersonal and organizational skills, ability to handle diverse situations, multiple initiatives and rapidly changing priorities.

Database Administration Cloud SME

Required:

  • 10 years of overall specialized database administration experience

  • 5 years of experience in a production environment

  • 5 years of demonstrated database expertise with completing tough engagements and handling troublesome client situation

  • Expert level experience with popular Commercial-Off-The-Shelf (COTS) relational database administration, cluster management, and database monitoring (e.g. Oracle)

  • Expert level in database performance tuning and optimization using native monitoring and troubleshooting tools

  • Experience troubleshooting and resolving database problems

  • Experience implementing highly available solutions and disaster recovery

  • Experience implementing operational automation using scripts

  • Experience with indexes and index management

  • Experience with FIPS-140-2 compliant encryption of data at rest and secure connectivity

  • Experience with proper disk configurations

  • Experience with compliance and securing systems to meet compliance/security requirements

  • Experience with incident management including total outages

  • Experience with AWS, Microsoft Azure, GovCloud, and related database and storage technologies

Desired:

  • Formal large scale development or production experience

  • Knowledge of, or experience with, CJIS systems and environment

  • General understanding of enterprise scale application design and issues related to data access and management

  • Experience migrating from one COTS relational database product to another (e.g. migrating from Oracle to Postgres)

  • Ability to work with aggressive timelines in a team environment with a willingness to learn and grow

  • Works independently on large and/or complex technical projects

  • Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors
