Utility System Specialist II
Work with a team of local operators to maintain operational and regulatory compliance status of North Slope Borough (NSB) water and sewer utility systems. USS will rotate in and out of each of the seven villages on slope, where populations range from 250 to 1000 residents. Work schedule will be 8 hours daily at a minimum, with longer days to meet repair and call out needs. Rotation schedule will be 3 weeks on/3 weeks off. USSs will report directly to the Field Manager, or to the Project Manager with the Field Manager is unavailable.
These are municipal sites and systems; they are not industrial. USSs must be able to interface with the public, maintain a professional demeanor, and work with municipal employees to maintain utility service. On-the-job training of local operators will be required.
Essential Duties and Responsibilities
Raw water intake from rivers, lakes, and wells
Bag/Micro/Nano/RO filtration with chemical disinfection, backwash, and cleaning systems
Short water production season to store annual water supply
Water storage tanks with 3 to 10 million gallons in storage
Central water circulation plant with fire pumps, water monitoring systems, and chemical dosing
Direct-buried water circulation loops
Residential and commercial service connections
Direct-buried gravity or vacuum collection systems
Sewage holding tanks
Extended aeration/activated sludge waste treatment and sludge dewatering
Ocean, surface water, and sub-surface effluent discharge
Provide on-the-job training to local NSB operators, and tutor them in correspondence coursework when necessary, with the goal of helping them become certified.
Directing the excavation and repair of buried pipes in arctic conditions, and repair of individual residential and commercial service connections.
Maintain a clean and organized plant.
Maintain daily reporting to the central office in Utqiaġvik. Report emergency incidents when they occur. Communicate system issues to engineers. Keep daily water and wastewater logs on the NSB’s Lotus Notes software. Prepare and send wastewater samples on a timely basis for monthly discharge monitoring reports.
Operate water and wastewater treatment, distribution, and collection plants
Perform and keep a log of preventative maintenance and repairs on system equipment
Perform lab work on water and wastewater samples
Maintain a parts inventory by collecting material quotes and submitting purchase orders
This position has no supervisory responsibilities.
Other duties that are pertinent to the department or unit’s success also may be assigned.
High School Diploma or GED equivalent required.
Minimum two (2) years of municipal utility experience required.

Level I Wastewater Collection
Level III Wastewater Treatment
Driver’s License with a driving record that meets NANA’s insurance requirements.
Working Conditions and Physical Requirements
Weather: Indoors/Outdoors - Frequent exposure to moderate and harsh weather conditions.
Description of environment: Frequently required to be outdoors operating around various project sites. Site specific PPE must be worn at all times in accordance with company and contractor safety requirements.
Physical requirements: Employee is required to occasionally lift and/or move up to 50 lbs. Frequently required to sit, stand, walk, use hands/fingers to handle or feel, climb, stoop, kneel, crouch or crawl, talk/hear, see, taste/smell, and carry weight/lift. Personal Protective Equipment will be provided for general work site safety and must be worn as appropriate for the work site. Employee expected to provide their own cold weather gear.
Travel: Employee may travel up to 50% throughout remote Alaska and may be required to use alternative modes of transportation, including but not limited to snow machines, boats, small airplanes and ATVs.
