Oversees and participates in pre-project planning, site walks, obtaining quotes, and obtaining permits.Ensures completion of construction, renovation alteration and repair projects by planning, organizing, and controlling all Government assigned Project Work Orders; completing quality inspections; supervising sub-contractors and staff. Managesand controls the process for identification, preparation, reproduction, distribution, and maintenance of all project documentation, provides dates and information necessary for internal management as well as for Government management of individual projects and the total program requirements.Responsible for project closeout, to include final invoicing and document submittals.

Key Responsibilities

  • Accomplishes construction, alteration and repair project results by defining project purpose and scope; calculating resources required; establishing standards and protocols; allocating resources; scheduling and coordinating staff and sub-contractors; evaluating milestone assumptions and conclusions; resolving design problems; evaluating and implementing change orders.

  • Manages sub-contractors by monitoring and controlling project and safety performance.

  • Meets operational standards by contributing project information to project plan reviews; implementing production, productivity, quality, and customer-service standards; resolving problems; identifying construction/project management system improvements.

  • Meets project budget objectives by monitoring project expenditures; identifying variances; implementing corrective actions.

  • Approves project progress by conducting inspections at critical phases; obtaining approvals from government counterparts.

  • Prevents delays and interruptions by complying with, and enforcing, code and delivery requirements.

  • Maintains safe, secure, and healthy work environment by following and enforcing standards and procedures; complying with regulatory requirements.

  • Updates job knowledge by tracking and understanding emerging construction practices and standards.

  • Serves as the central Point of Contact for all PWO requirements received from the Government

Qualifications

Required Job Skills

  • Experience in supervision of project estimators/planners and performing subcontract inspections.

  • Experience in evaluating maintenance requests, setting priorities, and processing departmental work assignments.

  • Experience using and providing application guidance to subordinates for R.S. Means, Engineering Performance Standards, BOMA estimating standards and other accepted industry facilities and construction estimating and cost standards

  • Knowledge of permitting, certifications and licensing requirements.

  • Complete understanding of the design, construction, maintenance and repair requirements/functions in the DPW contract to include planning, cost management, time management, construction management, contact management, risk management, and quality and safety requirements.

  • Ability to manage a staff of professional, technical, and clerical personnel.

Qualifications

  • Project Management Professional thru Project Management International

  • Bachelor’s degree in civil/mechanical/electrical/industrial engineering, related discipline or business. May substitute two years’ work experience in related field for each year of required education.

  • 5 years’ experience in managing and executing minor construction, alteration, and repair projects and subcontract management relative to facility management infrastructure and construction contracts, including project status reports, purchase requisitions, proposals, etc.

  • 5 years’ experience in practical application of NFPA, NEC, ANSI, ASHRAE and other code and compliance regulations and guidance.

  • Knowledge of US Army’s General Fund Enterprise Business Systems (GFEBS) and project management systems (CAD, Microsoft Project, C-Projects).

  • Experience in enforcing OSHA guidance and regulations.

  • Must have strong computer skills in MS Word, MS Excel, MS PowerPoint and RS Means.
