Supervises employees or outside contractors who construct, maintain, and repair utilities systems, buildings, and equipment via one or more of the following trades: electrical, plumbing, carpentry, air-conditioning, heating, painting, grounds, and/or general maintenance. Sets priorities and performs forecasting and allocates the resources needed to complete all preventive and corrective maintenance tasks.

Assignments are received in task and objective oriented terms. Provides direction to subordinates based on general policies and management guidance. Work is reviewed upon completion for adequacy in meeting objectives. Interprets and executes policies and procedures that typically affect subordinate organizational units. Recommends modifications to operating policies. Ensures that projects are completed on schedule and within budget.

Erroneous decisions or recommendations or failure to complete assignments would normally result in serious delays to assigned projects resulting in considerable expenditure of additional time, human resources, and funds.

Frequent contact with internal personnel and outside customer and industry peers at various management levels concerning operations or scheduling of specific phases of projects or contracts. Conducts briefings and participates in technical meetings for internal and external representatives concerning specific operations. Functions as an advisor to a unit regarding tasks, projects, and operations. Becomes actively involved in daily operations only when required to meet critical schedules or resolve complex problems.

Accomplishes results through lower level subordinate supervisors, associate managers, or exempt professional staff who exercise significant latitude and independence in assignments. Often heads skilled, experienced, and senior level exempt professional staff units.

Qualifications

Enter mandatory and desired qualifications for this position.

  • 3 years' experience serving as a Lead or Supervisor over one or more trades disciplines performing journeyman-level facilities O&M services, preferably on a military installation or in a federal government facility.

  • At least 10 years' experience serving as a journeyman-level craftsman in one or more primary disciplines of electrical, HVAC, electronics controls, plumbing, carpentry.

  • Master level trades classification preferred.

  • High school diploma required.

  • Associates degree or bachelor degree preferred in a related technical field of study.

  • Valid state driver license required.

  • Understanding required of basic OSHA and EPA rules and regulations for performing trades tasks on a federal enclave.

  • Experience interacting with labor union workforc a plus.
