Job Summary Using information systems engineering expertise, plans, leads, and directs the execution of technical information systems engineering projects through the entire system's lifecycle (requirements, analysis, design, development, testing, implementation, operations, retirement). Acts as the principal project interface with internal and external customers, partners, suppliers, project team members, and management in order to deliver information systems according to cost, schedule, and performance requirements. Makes technical decisions, manages changes and configurations, risks, and quality, and recommends process improvements.

Job Specifications This position is on the business side of a business-IT partnership that manages the procurement, development and deployment of enterprise-level software tools, including a GRC tool, RSA Archer, as well as other tools in support of governance and assurance. Position supports the tools program in the areas of COTS evaluation, tool configuration, work agreements with IT, and support to the enterprise change board in the areas of strategic planning, and programming. This effort is key to the transformation of Sandia's governance and management structure.

Knowledge, Skills, Ability

  • Technical knowledge of the project's information systems domain (for example, software engineering, system administration, network engineering, information assurance).

  • Knowledge of project management of information systems technical or operational work.

  • Ability to make decisions requiring information systems engineering judgment.

  • Demonstrated leadership skills, including the ability to articulate the plan and execute the project to successful completion.

  • Proficiency in processes, tools, and applications commonly used in information systems development and project management. Strong organizational skills.

  • Ability to effectively prioritize and execute tasks in a constantly changing environment.

  • Ability to develop and nurture effective relationships internal and external to the organization.

  • Excellent verbal and written communication and presentation skills.

  • Project Management Institute (PMI) certification is desirable.

Minimum Qualifications (Required)

  • Technical knowledge of software engineering and web development

  • Experience applying Agile development practices

  • Familiarity with business requirements development

Preferred Qualifications (Desired)

  • Familiarity with the Sandia IT enterprise and architectures

  • Experience with web development technologies (e.g. HTML, CSS, jQuery)

  • Knowledge of web design and user experience

  • Knowledge of process improvement and quality management
