Facilitates the development and integration of the 10 individual logistic support elements (maintenance planning; supply support; support & test equipment; manpower & personnel; training & training support; technical data; computer resources support; facilities; packaging, handling, storage and transportation; and design interface) to specify, develop, acquire, test, field and support systems. Coordinates the elements of Integrated Logistics Support (ILS) with the system engineering effort. Identifies tradeoffs as required between elements to acquire a system that is affordable, operable, supportable, sustainable, transportable, and environmentally sound within the resources available. Develops logistics documentation in support of the maintenance philosophy and acquisition strategy. Has a demonstrated knowledge of logistics management principles, concepts, policies, regulations, common naval support programs (e.g., TDMIS, CDMD-OA, PARTS, WSF, ICAPS, NDE, RCM Analysis) and a thorough understanding of Life Cycle Support requirements.
ESSENTIAL DUTIES & RESPONSIBILITIES
Development of Integrated Logistics Support (ILS) certifications for the U.S. Navy surface fleet in support of the SPAWAR Announcing, Integrated Voice Network (IVN), HYDRA Wireless, Shipboard Air Traffic Control Communications (SATCC) and Integrated Voice Communications System (IVCS) Programs, in the ILS Application of the Navy Data Environment (NDE).
Development of On Board Repair Part (OBRP) lists, Technical Manuals, Planned Maintenance System documentation, and Training Requirements for the U.S. Navy surface fleet and the SPAWAR IC Voice Program.
Development of Provisioning Technical Documentation using the Interactive Computer Aided Provisioning System (ICAPS) to support Allowance Parts List (APL) development and revisions.
Perform Technical Manual and Allowance Parts List hull applicability research and validation in the Technical Documentation Management Information System (TDMIS) data base.
Perform Planned Maintenance System documentation hull applicability validations in the Planned Maintenance System Management Information System (PMSMIS) data base.
Generate Configuration Data Manager Database-Open Architecture (CDMD-OA) work files for planned and validated installations for the SPAWAR IC Voice Program, in support of the U.S. Navy surface fleet.
Development of Integrated Logistics Support (ILS) Checklists for Government Furnished Equipment (GFE) systems to support U.S. Navy New Ships Construction.
Conduct Reliability Centered Maintenance (RCM) Analysis to develop Planned Maintenance System (PMS) requirements for the U.S. Navy.
Resolve Fleet Coordinated Shipboard Allowance (COSAL) Technical Feed Back Reports (TFBRs).
SPECIALIZED KNOWLEDGE AND SKILLS
Bachelor’s degree with (6) years defense life cycle logistics experience is preferred or (8) years of defense life cycle logistics experience in lieu of degree.
Professional Logistics Certification – i.e., Defense Acquisition Workforce Improvement Act (DAWIA) certified in Lifecycle [Acquisition] Logistics Level 1, or have equivalent logistics training. Configuration Data Manager Database-Open Architecture (CDMD-OA) certification. Provisioning Specialist (ICAPS) certification. Reliability Centered Maintenance (RCM) Level I & II Certification. (Resume to specify all equivalent training & certifications).
Ability to resolve complex problems involving Interior Voice Communications Systems Integrated Logistics Support issues.
Computer literacy, including proficiency in Microsoft Office, Word, Excel, Power Point and Access.
Strong writing, editing, interpersonal and communications skills. Self-managed professional with a positive can-do attitude. Ability to prioritize and multitask in support of high tempo working environment.
