Job Description

The Program Manager (PM) supports theADMINISTRATIVE SUPPORT SERVICES at the following locations:Brooke Army Medical Center In San Antonio Texas (BAMC),the Camp Bullis Health Clinic, McWethy Troop Med Clinic, and the Fort Sam Houston Primary Care Clinic.

The PM has full authority to execute all hospital administrative support services performance measures and standards identified in the contract for Lockwood Hills locations assigned to the Contract to meet the objective.

Position is Contingent upon Award of Contract

Summary:The PM will be responsible for selecting, certifying, assigning, supervising, and managing our employees regarding the performance of this contract.

Responsibilities include but are not limited to the following:

The PM willprovide customer assistance regarding contract services at the start of the contract. The PM will be available during the hours of 7:30am – 4:30pm Monday through Friday, plus be able to be contacted after duty hours. The PM shall respond to inquiries for assistance within four (4) hours of notification regarding requests of an urgent nature and within twenty-four (24) hours for requests of a routine nature. No office space shall be provided by the Government.The PM, through his or her management, will be responsible for the following below basic functional requirements to be performed by these hospital administrative support services:

  • PM Operations
  • Admin Assistant Services

  • Records Technical Services

  • Education Technical Services

  • Transcribing Services

  • Accounting Clerk Services

  • Drafting Services

  • Supply Services

  • Material Coordinating Services

  • Warehousing Services

  • Heavy Truck Services

  • Has overall responsibility for Training, Quality Control and Safety on the project. Participates in quality defects investigations and development of resolutions (corrective and preventive).

  • Has responsibility to oversee thevalidation and certification of the required minimum physical, medical, equipment, uniform, grooming/appearance, and training best practices for all employees on this contract in order to adhere to within the course of performance under this work effort

  • Monitors performance of functional managers/supervisors and submissions of required reports and Contract Data Requirements List.

  • Prompt resolution of issues associated with performance.

  • Leads the workforce in implementing partnering with customers to continuously improve performance and business relations.

  • Serves as principal liaison between the company and the BAMC and adjacent locations listed above.

  • Directs and approves contract modifications, approves budgets, monitors contractual performance and costs, and takes action to correct discrepant conditions. Has overall responsibility for P&L of the contract.

  • Responsible for integrating, standardizing, and synchronizing the above listed administrative support functions.

  • Directs all Lockwood Hills support actions to ensure each department has resources necessary to conduct day-to-day activities.

  • Directs all department leads to ensure the currency of BAMC hospital SOPs, and guidelines required, ensuring cooperation with other public agencies.

  • Provides guidance, to ensure sound financial programs and management of personnel.

  • Plans objectives to forecast future directions, and determines course of action for administrative support services departments.

  • Develops and manages the organizational and administrative structure to most effectively utilize resources and capabilities to support and deliver administrative support services required under the Contract.

  • Maintains knowledge of current procedures and techniques within administrative support fields.

  • Develops long range plans for department and reviews/approves all organizational changes to improve the efficiency of operations.

  • Serves as primary interface with the customer regarding functional areas of responsibility.

  • Ensures all programmatic activities are in compliance with BAMC requirements and procedures.

  • Ensures all department activities are in compliance with company policy and procedures, plans, and budget directives.

  • Ensures personnel requisitions are in accordance with budget directives and overall limitations and operations are conducted in a cost-effective manner.

  • Ensures compliance with Federal State, local, US Army and BAMC laws and regulations and requirements and site energy management conservation regulations, SCA employment agreements, security, safety, hurricane and other specialized programs or contractual requirements relating to the business directorate, working within the limits of established policy.

  • Develops long range plans for department and reviews/approves all organizational changes to improve the efficiency of operations.

  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • Assumes and performs other duties and responsibilities not specifically outlined herein but which are logically and properly inherent to the position.

  • Participates in the negotiation of contract and contract changes.

  • Provide oversight and coordination of subcontractors.

Qualifications

Required Skills

  • 15 years’ of hospital administrative support services experience, preferably with the US Army, with responsible oversight of large administrative service functions

  • Developed supervisory skills with proven ability to direct customer focused teams providing enhanced security services

  • Strong skills in MS Word, PowerPoint, Excel, and Project

  • Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of maintenance and repair work

Qualifications

  • Minimum of a BS/BA degree in business management , hospital administration, or management or medical related fields, and/or equivalent training and experience.

  • Eight (8) years’ management experience preferably with a hospital organization, preferably military.

  • Eight (8) years’ of progressively responsible general experience gained in analytical decision making and administrative work and activities at the executive management level.

  • Prior experience as a Program Manager or Site Manager (or equivalent military) similar in size and scope of this contract is preferred.

  • PMP certification preferred

  • Have no felony convictions and no convictions that reflect on the individual's reliability including those crimes classified under the Lautenberg Act.

  • Be able to pass all National Agency Check (NAC) checks with the federal government.

  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

US Security Clearance Required: NAC

Travel: Yes, locally within the San Antonio area, 20-25% of the Time
