Construction Field Representative 1 (T1)



This position will be part of a project with the objective of operating and maintaining the North Slope Borough’s (NSB) water and sewer utility systems in all seven villages in the Borough. The Construction Field Representative will observe, document, and report on the work of contractors completing emergency repairs, new construction, and upgrades. The successful applicant must bring some construction experience and understanding to the role, but training will be provided regarding work site observation needs and responsibilities. The position is part time, and hours will vary depending on what work is being done on the local water and sewer utility systems.

The Construction Field Representative will report to the Lead Utility Engineer and will be expected to be present at work sites during critical stages of work, and at regular intervals while work is progressing. Reports will be sent to the project engineers on a daily basis, with closer coordination as needed during the work’s initiation, critical stages, and closing. Written reports will be made complete with photos by email or word document. Verbal reports may be made by phone if photo documentation is sent as needed to document the work daily or at closer intervals.

The Construction Field Representative will be expected to comply with contractor safety requirements while on a work site. Personal Protective Equipment will be provided for general work site safety, and must be worn as appropriate for the work site. As a resident of the arctic, the successful applicant will be expected to provide their own boots, snow pants, gloves, coat, hat, mask, and other necessary cold weather gear. A digital camera, cell phone, and note-taking materials will be provided as needed.



  • While work is ongoing, make complete written or verbal reports on a daily basis at a minimum, with shorter reporting intervals as needed by the work.

  • Be available to respond and report to a job site when a contractor is present, or when an emergency issue is identified.

  • Take clear notes and photos outside at all times of the year, and transmit photos daily.

  • Maintain a successful working relationship with a variety of project and municipal personnel

  • Demonstrated ability to effectively operate a digital camera.

  • Demonstrated ability to communicate effectively both verbally and in writing.

  • Demonstrated ability to understand sub-grade utility work, backfill procedures, and utility repair processes.

  • Ability to establish and maintain an effective working relationship with a wide diversity of personnel.

  • Must be able to perform responsibilities accurately, timely and with limited supervision.


  • High School Diploma or GED\

  • 2 years in a construction-related role\

  • Proficient with MS Word and Outlook

  • Must be available after hours by phone in the case of emergencies.

  • Must have effective written and oral communication skills

  • Must possess valid AK drivers’ license or ID


  • High school students age 16 on break will be considered on a case-by-case basis.
