We are seeking an experienced Construction Program Manager with solid experience managing large, complex Federal multi-trade construction Job Order Programs. Demonstrated past performance and experience in Client management, proven leadership and communication skills are required.DOE construction experience is a plus. This position is available immediately and is based in Livermore, CA at the DOE LLNL Facility. Relocation assistance will be provided.
Site Program Manager Essential Functions:
The Site Program Manager is responsible for managing multi-discipline site construction operations and union craft to accomplish work safely at multiple locations at a DOE facility. Work involves managing up to 40 projects concurrently ranging in value from $25K to $1M on a $40M per year mutli-year SATOC. Responsible for providing leadership and direction to up to 100 union craft and supervisory construction professionals. Cost control and timely execution of work in accordance with job order budgets and schedules is a must. Maintain a culture of Safety is paramount.
The Site Program Manager shall ensure computer based construction schedules and requisite planning are prepared for each job order. Schedules may be in Critical Path chart or Gantt chart forms. Other forms may also be used for resource loading purposes.
The Site Program Manager shall provide and maintain both the short-term (three week schedules) and the long-term (task duration) schedules. The Site Program Manager shall be well versed in the use and application of Microsoft Projects and/or Primavera.
The Site Program Manager and General Superintendent/General Foremen shall attend meetings as required by the LLNL Site Technical Representative (STR), or designee.
The Site Program Manager shall develop cost performance metrics and provide the LLNS STR with estimates to complete, status reporting, productivity improvements, etc. on a routine basis, or as requested by the LLNS STR.
The Site Program Manager shall also provide earned value type reporting as requested.
The Site Program Manager, or designee, shall attend all final job walks as required by the LLNS Technical Representative and shall cooperate fully to provide marked up and as-built drawings at the end of each Job Order.
If requested, the Site Program Manager and General Superintendent/General Foremen shall also assist the LLNS Technical Representative in providing input on jobs early in the engineering and design phases of the Project. This may include written suggestions, CAD drawing and sketches for design, material, and construction methods to be used on a Project.
The Site Program Manager should have a working knowledge of the Federal and State codes, regulations, and standards relevant to construction (including, but not limited to, Federal OSHA and EPA regulations, NFPA Standards, ANSI Standards, and California building codes) and be able to implement all of these in the field.
The Site Program Manager is responsible for all construction activities, to include quality of work, schedule compliance, work performance, and the safety of all Subcontractor employees. The Site Program Manager shall visit all job sites on a regular basis.
The Site Program Manager shall also make sure, through the appropriate LLNS designee, that all necessary crafts and supervision have access to all LLNS facilities, including critical facilities and exclusion areas.
Cooperation in this area is critical. All job sites, including job sites that are unmanned, must be kept safe and in order by the Site Program Manager and Site Safety Manager
REQUIRED SKILLS & QUALIFICATIONS
Must be a US Citizen with the ability to obtain and maintain a security clearance,
Position requires a four-year Bachelor's degree in civil engineering or 10 years Construction Management experience.
A postgraduate degree in construction management is an added advantage.
Minimum 5 years of experience in construction Projects, two years of which must be Federal construction Projects and/or Job order contracts.
Strong working understanding of MEP interior construction
Thorough working knowledge of contract issues and safety standards is essential.
Recent experience working on large Federal construction job sites.
Must be able to stand and walk for extended periods of time.
Adept at using Microsoft Office software, especially Excel.
Able to communicate clearly and concisely via email and keep up with steady email exchange with the clients on a daily basis.
Must be able to read, speak, understand and write English.
