JOB DESCRIPTION

TheSubcontracts Manageris responsible for implementing subcontract management activities for theAkima and its subsidiariesand will function as an integral member of the Procurement team managing, collaborating with and maintaining relationships with senior leaderships, Program Management Offices, personnel at all levels as well as with other internal businesses and external suppliers.In this role candidate may supervise and mentor less senior team members.

Provide cradle-to-grave subcontracts support. Negotiate subcontract price/cost, profit/fee, terms and conditions, and schedule for new subcontracts and subcontract modifications. Draft subcontract business and technical terms, develop negotiation strategies and provide directions to the team on management and oversight of all subcontract agreements.

Prepare RFP packages, analyze and evaluate proposals, negotiates subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts. Administer assigned subcontracts to ensure compliance with subcontract terms and conditions.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Prepares bidders lists

  • Prequalifies bidders

  • Forms Request For Proposal (RFP) packages

  • Issues RFP packages to approved bidders

  • Coordinates bidders questions and answers to those questions

  • Receives proposals

  • Evaluates proposals

  • Prepares Bid Summary and recommendation letter

  • Oversee and participate in high value subcontract negotiation

  • Develop and maintain strong business relationships with the subcontractors

  • Oversee the management of subcontractors to meet all subcontract requirements including but not limited to management of financial obligations and mitigating cost overruns, schedule, technical and quality requirements

  • Develop and implement strategy to support proposal efforts for new business pursuits

  • Ensure subcontract compliance with Company policies, Public Laws in Government and commercial environment such as Federal Acquisition Regulations (FAR/DFAR), FAA, NASA, DOE, ITAR and import/export requirements

  • Manage administrative tasks including the coordination and support of milestone payment, performance based payment, invoice review, and ongoing communication with the subcontractors and program teams

  • Measure the effectiveness and performance of subcontractors

  • Manage and provide guidance in the selection and issuance of fixed price, time and materials, labor hours and cost-type agreements and/or purchase orders

  • Develop solutions in resolving supplier contractual issues

  • Perform risk assessment, identify potential risks and impacts, and develop mitigation plans

  • Participate in source selection process and the development of cost proposal during new business pursuit working collaboratively with the Management

Qualifications

  • US Citizenship is required.

  • Minimum of six (6) years of experience in government procurement/subcontracting environment. Experience in CPSR environment required.

  • Experience with DOD procurements

  • Thorough knowledge and experience with Government regulations and Public Laws

  • Experience with insurance requirements supporting Defense Base Act requirements and aviation support operations

  • Experience with the Service Contract Act and Davis Bacon Act its application to program execution

  • Understanding how Liquidated Damages are incorporated within the subcontract agreements

  • Ability to develop and negotiate nondisclosure agreements, teaming agreements, master subcontract agreements, blanket purchasing agreements

  • Proven ability to build and maintain solid relationships based on mutual respect with senior level internal and external customers, peers and team members

  • Demonstrated ability to influence key decision-makers and to effectively negotiate with Subcontractors Working knowledge of Earned Value Management System (EVMS) and Risk Management

  • Ability to simultaneously manage multiple subcontracts and priorities

  • Sound leadership, problem solving and critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity

  • Exemplary written and oral communication skills, strong presentation skills, ability to listen well and communicate effectively with others

  • Proven ability to collaborate across the organization and operate effectively within a matrix environment by resolving conflict and influencing others

  • Must be able to obtain a US Government Security Clearance

  • Thorough understanding of the bonding process.

EDUCATION

Bachelor’s degree required/Master’s degree preferred.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

This role will have approximately 20% travel required.
