The Construction Manager acts as an advisor to the Agency to assist with executing a project that is properly constructed, on time and on budget to include the following efforts:
General ResponsibilitiesThe Construction Manager’s responsibilities include the following:
Act as the Agency designated agent and maintains a coordinating relationship with the Agency, GSA, the architect-engineers, construction contractors and other contractors supporting the government.
Ensure work is performed in accordance with the contract documents, to guard the government agency against defects and deficiencies.
Review all certificates of inspections, test, and approvals required by laws and regulations or contract documents.
Review the construction constructor’s certifications for compliance with the contract documents. This review does not constitute an independent evaluation that the content or procedures of such inspections, test, or approvals comply with requirements of the contract documents.
Establish all necessary liaisons, coordination, and support with any project-related agencies and representatives of federal, state, regional, and local governments as appropriate.
Physically inspect work for adherence to construction contract requirements, recommend approvals or rejections of materials and workmanship and monitor labor and safety requirements.
Notify GSA and Agency when unsafe working conditions are observed.
Attempt to resolve problems, minimize claims, act to mitigate circumstances that could lead to claims, and advise Agency of any potential disputes.
Exercise due diligence to ensure that work is performed in conformity with applicable requirements (codes, regulations, standards, construction contract plans, and specifications, etc.).
Design Phase Services
These services may include, but are not limited to, thefollowing:
Subject matter expertise
Ensure requirements are documented clearly forthe Program of Requirements (POR)
Review and comment on the design documents
Analysis of value engineering proposals orEarned Value Management Systems (EVMS)
Review cost estimates (including independentcheck estimates)
Review of design scope changes
Scheduling/Conducting/Documenting design relatedmeetings
Review market studies
Procurement Phase Services
These services mayinclude, but are not limited to, the following:
Assisting Procurement Contracting Officers
Assisting Contracting Officers in answeringbid/RFP questions
Attending/Participating in Site Visits
Attending/Participating in Pre-Bid Conferences
Reviewing solicitation amendments for approvalby the Government Contracting Officer
Reviewing Cost/Bid/Proposal Analysis
Construction Phase Services
These services mayinclude, but are not limited to, the following:
Construction Phase Administration
Setting up job files, working folders, andrecord keeping
Maintaining organized construction files
Documenting actions taken and decisions made
Monitoring the submittal of review process
Assist in the review of construction contractorpayment requests (including preparation of necessary forms for paymentprocessing)
Monitoring project financial data and budgetarycost accounting
Preparing regular project status reports
Providing for progress and/or final photographsof project work
Construction Phase Meetings
Attending pre-construction meetings
Participating in regular progress meetings withall interested parties to review project status, discuss problems, and resolveissues
Review and prepare comments to constructionrelated project meetings
Construction Phase Coordination
Review and monitoring of project schedules forconstruction progress with emphasis on milestone completion dates, phasingrequirements, workflow, material deliveries, test dates
Assisting in problem resolution and handling ofdisputed issues (including development of Government position)
Performing routine inspections of constructionas work proceeds
Taking action to identify work that does notconform to the contract requirements and notifying GSA and Agency when workrequires correction
Compiling, through site inspections, lists of defectsand omissions related to the work performed and providing these lists to GSAand Agency for correction
Administration of construction contract changeorders (issuing proposal requests, reviewing cost estimates, reviewing costproposals, assisting GSA and Agency in negotiations, preparing change orderpackages for processing)
Monitoring construction contractor compliancewith established safety standards (note and report unsafe working conditions,failures to adhere to safety plan required by construction contract)
Coordination of construction activities withcustomer managers and occupying agency personnel
Monitoring the design and constructionclarification process
Participating in all "partnering"activities during construction (workshops, meetings, etc.)
Evaluate site surveys
Assist GSA with progress inspections
Ensure appropriate permits are obtained.
Review cost estimating
The Construction Manager will provide claims services whenand as required by Agency. Talu will review disputes and claims from the A-Eand/or construction contractor(s) and render all assistance that Agency mayrequire, including, but not limited to, the following:
Furnishing reports with supporting informationnecessary to resolve disputes or defend against the claims
Participation in meetings or negotiations withclaimants
Appearance in legal proceedings
Review of cost estimates for use in claimsnegotiations
Preparation of findings of fact and any otherdocumentation required by the Government
Post Construction Services
At or near substantial completion of project construction,the Construction manager will provide services including, but not limited to,the following:
Performing Post Occupancy Evaluations (POEs)
Assisting government agencies in the formulationof lessons learned
