Role/Responsibility

The Senior Technical Operational Specialist (STOS) serves as Tier two support and SME for the Senior Help Desk Specialist (SHDS), NDCAC Analyst and the NDCAC. The STOS will assist the SHDS and NDCAC Analyst as a resource for technical issues or questions which are called in or emailed into the TRG. Examples of such technical issues, questions and assistance are as follows:

Real-time lawfully authorized electronic communications intercepts

Telecommunications and advanced communications applications

Mobile communications devices and the challenges they pose to LE

Information technology and information security in a law enforcement environment

Intercept collection systems hardware and software

Internet and Computer networking technologies

Geo-location of mobile devices using Radio Frequency technologies

Interpretation of CSP communications records, i.e. Call Detail Records (CDRs)

The STOS will be responsible for assisting the TL and Government PM with generating reports, conducting analysis, peer review and perform the role of the Senior Help Desk Specialist and NDCAC analyst as needed.

Qualifications

Basic Qualifications:

Must have five (5) or more years of current (within the past five (5) years) work experience with or within law enforcement with knowledge and experience using Windows operating systems.

For the STOS, equivalent specialized experience equates to three (3) or more years of the following;

  • Implementing and managing ELSUR collection systems used by Law Enforcement.

  • Technical Subject Matter Expert for the collection of lawfully authorized Title III and Pen Register/Trap and Trace intercepts for a Federal, State or Local law enforcement agency.

  • Technical SME for the collection of Broadband data Title III and Pen Register/Trap and Trace intercepts for a Federal, State or Local law enforcement agency.

Experience with implementing and managing CALEA voice, broadband and non-CALEA related ELSUR solutions; knowledge of CALEA protocols, intercept solutions and commercial CALEA collection systems; knowledge and experience regarding the lawful intercept processes and procedures for Federal, State and/or local LEAs, is required.

Bachelor’s degree or equivalent specialized experience in IT discipline, Computer Science, engineering or related field experience.

Active Top Secret

Desired Qualifications:

Knowledge and experience using Storage Area Networks (SANs), RAIDs, storage media including CD/DVD and Magneto Optical (MO) disks, IP Networking, Firewalls, Routers and switches. Knowledge and understanding of telecommunications standards and protocols (e.g., UMTS, GSM, CDMA, T1, ISDN, VoIP, SMS, MMS, LTE, VoLTE etc.) is preferred.

Call center experience is desired.

Microsoft and Cisco discipline certification are preferred.
