NDCAC Analyst (Top Secret Clearance)

Serves as an analyst and researcher, with responsibility for production of finished technical write-ups, including overall capabilities assessments for communication applications and services which represent a substantive part of the NDCAC’s mission.

Present significant analytical issues, documents assessments in the form of white papers for presentation to decision makers as well as internal and external NDCAC customers.

Handle requests from customers for information on research topics pertaining to communications technologies and services impacting law enforcement’s ability to conduct lawfully authorized, real-time electronic intercepts or recovery of communications.

Document findings of their research and analysis and produce documents for distribution to NDCAC partners. Disseminate appropriate information to vetted customers.

Generates and analyses call volumes and ticketing metrics using government supplied Automated Call Distribution (ACD) system and applications.

Conducts research and analysis as assigned.

Compiles statistics generated by the NDCAC, gathers data and presents findings using info graphics and visualizations.


Basic Qualifications

Must have three (3) or more years of experience conducting analysis and research on technical topics such as; advances in telecommunications, popular communications applications, traditional telephony, social media applications and communications technologies.

Active Top Secret

The NDCAC Analyst must possess the following attributes:

Excellent written and verbal communications skills with an emphasis on technical topics and the ability to articulate them to a broad range of audiences (i.e. basic to advanced users.

Excellent technical and operational understanding of mainstream social media applications.

Firm understanding of the technical and legal best practices for the analysis, collection and evidentiary storage of social media data.

Proficiency in identifying and deploying existing and emerging social media sources and investigative tools

Knowledge and experience in the use of open source and proprietary social media investigative tools.

Excellent understanding of operational security (OPSEC) best practices and limitations concerning open source social media investigations.

Minimum Education:

Bachelor’s degree or equivalent specialized experience in IT discipline, Computer Science, engineering or related field experience. Call center experience is desired. Microsoft and Cisco discipline certification are preferred. For the purposes of section 12.4, equivalent specialized experience equates to three (3) or more years of the following;

Applying knowledge of the principles, concepts and techniques of a complex technical communications technology subject area utilizing innovative analytical methods.

Experience which includes communications technology research, analysis and collections.

Tracking industry advanced in electronic communications and reviewing industry trends.

Providing technical analyses in; Internet and networking technologies, Electronic surveillance systems, telecommunications.

Intelligence/analytical and/or investigative experience specific to social media research involving criminal investigations.
