Fuels Distribution System Operator

The duties and responsibilities of the Fuels Distribution System Operator (FDSO) consist of, but are not limited to the following:

  • Applies petroleum related technical knowledge to perform complex tasks associated with multiple fuel storage and distribution systems. Fuel systems operations Include receipt, storage, inventory, and issue of conventional aviation/ground fuel products, as well as cryogenic fluids, and demineralized water.

  • The FDSO conducts daily, weekly, monthly, and recurring operator inspections and performs minor operator maintenance on all assigned vehicular refueling equipment and fixed storage and hydrant distribution systems.

  • Performs fuels dispatch duties and other fuels service duties as directed, to include nightly fuels close-out.


  • Performs cryogenic, demineralized water and conventional aviation/ground fuel receipts, storage, transfers, and conducts servicing operations with mobile and fixed equipment/facilities as directed by the Fuels Service Center and the Fuels Management Team.

  • Performs all petroleum handling and associated duties in strict compliance to governing United States Air Force, Defense Logistics Agency-Energy and Defense Contract Services, Inc. technical orders and policy/procedural directives.

  • Maintains personal technical competency in Air Force and Statement of Work (SOW) prescribed environmental, safety, skill knowledge, training, and performance levels to proficiently and safely execute all assigned fuels handling tasks.

  • Performs routine, "cold", and "hot" refueling operations with prescribed and approved equipment and facilities lAW Air Force 1.0. 00-25-172.

  • Performs operator inspection and maintenance of fuels equipment and facilities in compliance to pertinent technical orders and Statement of Work (SOW).

  • Performs basic fuel sampling analysis JAW Air Force T.O. 428-1-1.

  • Performs Base System Modernization-Energy (BSM-E) Log Sheet entries related to fuel service requests and updates BSM-E databases JAW Fuels Manager-Defense (FMD) procedures.

  • Performs general housekeeping duties in common/public work areas and fuels facilities.

  • Provides on-the-job training.



  • 3 years of relevant work experience

  • Licensed to operate all mobile refueling vehicles and general-purpose vehicles.

  • Proficient in Department of Defense or commercial petroleum operations and concepts to include conventional and unconventional aviation fuel servicing and hot refueling operational procedures.

  • Proficient in petroleum system inspection and maintenance practices and can identify and mitigate potentially hazardous situations.

  • Current and proficient in all operational and safety training associated with hazardous materials, contamination monitors and equipment handling to include the ability to demonstrate safety actions in product handling and identifying and reporting to higher levels.

  • Maintain working knowledge of FMD procedures.

  • Must be able to obtain & maintain Secret Security Clearance or equivalent (US Citizenship is required).

  • Must be physically capable of performing all duties including lifting 60 pounds, climbing fuel tanks up to 40 feet high and climbing on tank trucks.

  • Able to meet pro-employment and random drug/alcohol testing requirements.

  • Must have CDL/Hazmat certifications
