Surfaced Area Maintenance Manager (SAMM)


The Surfaced Area Maintenance Manager (SAMM) is responsible for maintenance and repair of surfaced areas, including roadways, parking lots, trails, widened shoulders, gravel and earth surfaced areas, bridges, equipment laydown yards, and associated structures and appurtenances at Fort Benning, GA. The SAMM is responsible for the maintenance and repair of approximately 23 million square yards ofsurfaced areas, including approximately 4.7 million square yards of paved surfaces. The SAMM ensures section personnel are qualified in accordance with applicable laws, regulations, and any Government developed plans.

Key Responsibilities

Scheduled Tasks

  • Paved surface sweeping and cleaning. Sweeping services includes removal of leaves, dirt and debris from paved vehicular surfaces, parking areas, and pedestrian walks throughout theInstallation.

  • Road Inspections.On a monthly basis, the SAMM oversees the inspection of all surfaced roads atFt. Benning for potholes and damaged guard rails. As potholes or damaged guard rails areidentified, they will be repaired on service orders.

  • Responsible for the preventive maintenance of Pop-up Barriers and Bollards at various access control points and gates.

Unscheduled Tasks

  • Oversees unscheduledsweeping of leaves, dirt and debris from paved vehicular surfaces, parking areas, and pedestrian walks throughout theArmy installation upon receipt of a work order.

  • Responsible for the re-grading of ditches, removal of silt from ditches, silt ponds, and retention ponds.

  • Responsible for street and road painting and striping.

  • Responsible formaintenance, grading, and other services for gravel and earth surfaced areas. Perform maintenance and repair as required on approximately 550 miles of paved roads and 378.7 miles of tank trails at Fort Benning, and approximately 3 square miles of parking lots and roads.

  • Responsible for the maintenance and repair of gravel and other earth surfaced roads, access roads, driveways, and parking lots.

  • Responsible for repairs to storm grates, manholes, concrete storm sewers, asphalt drainage ditches, brick drainage areas, and all associated paved and unpaved grounds associated with storm water collection systems.

  • Responsible for repairs of potholes, upheavals, and eruptions of asphalt around fireplugs, in asphalt drainage ditches, and on all bituminous surfaced areas.

  • Oversees the repair, replacement, and cleanup of cracks, grade depressions, upheavals, utility cut depressions, potholes of various sizes, raveling, bleeding, channel ruts, washboarding, corrugation and shoving, fuel spillage, poordrainage, weathering, construction deficiencies, poorbituminous materials, aggregate deficiencies, overheating, improper mixing of material, poor proportioning, placement errors, plant mixed materials, and aggregate surfaces, subgrades, sub bases, and base.

  • Overseesutility cuts in pavements as required to repair existing utilities or to install new service.

  • Oversees the installation, fabrication, repair, and replacement of damaged guardrails andguardrail posts with new materials orwith salvaged, undamaged guardrails that meet National Highway Standards.

  • Oversees the construction of new surfaced or graveled areas.



  • Ability to Lead or Supervise

  • Ability to adhere to established deadlines and priorities

  • Ability to convey instructions and assign tasks to subordinates

  • Ability to review work and ensuring shop policies and procedures are being followed

  • Ability to identify training needs within the shop, and maintain production reports and records

  • Shall have knowledge of construction management software, project closeout procedures, preventive maintenance, construction and repair terminology and processes

  • Shall have experience using Microsoft Office applications

  • Shall have a CDL license


  • Shall have a minimum of 5 years’ experience in surfaced area and pavements and infrastructure maintenance and repair activities, including operation of a wide array of associated heavy equipment, as well as a minimum of 3 years directly supervising a team of craftsmen.

  • Shall have at least 3 years’ experience working in a public works environment and familiarity with DoD engineering guidance, rules, and regulations.
