JOB DESCRIPTION:

The Information Engineer will provide provide engineering support to the N-DEx PO in the areas of: information sharing, XML, N-DEx IEPDs experience, and NIEM (Experience in IEPDs, and NIEM is required). The Contractor shall produce Data Integration Applications from various data sources to the N-DEx XML data exchange specifications. The Contractor shall have experience working with Java, .NET, Web services, XML and XLST. The Contractor shall participate in teleconferences and meetings with both internal and external staff.

JOB RESPONSIBILITIES:

  • Travel to various LEAs (Law Enforcement Agency) to discuss the technical issues of submitting data, such as coding and data submission.

  • Work on a daily basis with the Division personnel to assist users in data submission.

  • Communicate and collaborate with additional IT personnel, managers, user representatives, vendors, contract personnel, and local, state, tribal, and federal law enforcement officials.

  • Data integrators and Crime Data Modernization Team (CDM) Liaison shall communicate and collaborate with the customer to ensure smooth transition of data between agency and FBI.

  • The Data Integration Team shall communicate and collaborate with software developers about the National Incident-Based Reporting System (NIBRS), Extensible Markup Language (XML), and Information Exchange Package Documentation (IEPD).

  • Write and provide data integration process for NIBRS documents.

  • Prepare and provide time estimates for LEAs who wish to contribute in addition to use in scheduling operations.

  • Evaluate data designs for acceptance, accuracy, and adherence to IEPD.

  • Using software testing XML validation tool, if available, for acceptability of XML schemas.

  • Understand and guide LEAs on how to connect to the Division Web Services and Electronic File Transfer Service (EFTS), if necessary.

  • Work with Division personnel, once they evaluate the XML structure and run it through the business rules on the new Uniform Crime Reporting (UCR) system, to ensure the data will be accepted.

  • Participate in teleconferences with LEA’s and software vendor agencies in order to coordinate the dissemination of information to and from the agency for software development.-deliverable

  • Weekly data integration meetings to discuss team progress and review assignments.

  • Provide weekly reports on data integration status.

  • Ability to provide engineering support to the National Data Exchange (N-DEx) Program Office (PO) in the areas of: information sharing, XML, N-DEx IEPDs experience, and National Information Exchange Model (NIEM) (Experience in IEPDs, and NIEM is required).

  • Ability to produce Data Integration Applications from various data sources to the N-DEx XML data exchange specifications.

  • Experience working with Java, .NET, Web services, XML and XLST.

  • Ability to participate in teleconferences and meetings with both internal and external staff.

  • Transform raw data from LEAs into an acceptable XML format.

  • Conduct, facilitate, and develop data integration tools and applications for the N DEx PO and CDM.

  • Provide development and engineering support in the areas of information sharing, XML, databases, NIEM, and Logical Entity eXchange Specifications (LEXS).

  • Produce and assist with data integration services, tools and applications to facilitate information sharing.

  • Provide recommendations and experience in using and/or developing various Extract Transform Load (ETL) products and other automated data integration tools.

  • Provide guidance, recommendations in ETL processes.

  • Recommend and implement standardization in the data integration process.

  • Demonstrate expertise in various software procedural languages, programming languages, databases, transforming languages and schemas, and web services and secure file transfer protocols.

  • Conduct, maintain, troubleshoot, and develop data integration services.

Qualifications

BASIC QUALIFICATIONS:

  • Possess an active Top Secret security clearance.

  • Communicate and collaborate with software developers about the National Incident-Based Reporting System (NIBRS), Extensible Markup Language (XML), and Information Exchange Package Documentation (IEPD)

  • Experience working with Java, .NET, Web services, XML and XLST.
