  • Provide resource management expertise on the building of IC budgets/budget formulation. Assist in national level development and analysis of the resources supporting the counterintelligence and security mission. Support the conduct of program reviews and drafting resource recommendations to improve efficiency and effectiveness of the IC.

  • Develop and employ tools and methodologies to assist in the evaluation of CI and security resources and implementation of strategic plans and guidance.

  • Assist with the review of Congressional Budget Justification Book (CBJB) and Congressional marks for impact to Counterintelligence and Security programs. Support the development of NCSC’s out-year planning and budget-related documentation, including the review and analysis of various congressional marks, bills, amendments, and policies for impacts on ODNI and the IC.

  • Conduct research and analysis to deliver reports and presentations in response to internal and external taskings and requests.

  • Analyze requirements, prioritize resources, and execute funds. Coordinate with ODNI organizations and external organizations as necessary to integrate estimates, complete assessments, and execute funds, interpret policy, regulations, and guidelines for budget request development and execution.

  • Support data collection and preparation of budget exhibits for all cycles of the Intelligence Planning, Programming, Budget and Evaluation (IPPBE) process; verify accuracy of financial data. Collect, review, and input resources and text for Congressional Justification Book development.

  • Review DNI Decision Documents, OMB passback, and coordinate with ODNI/CFO on CI and security related budget and performance matters.Create, modify and manipulate reports, spreadsheets, and presentations to capture and display historical, current, and planned financial data for management and senior leadership decision-making. Prepare spend plans/obligation plans and execution reports.Assist with responses to ad hoc calls for budgetary data through collection, review, preparation, and input of submissions. Develop memoranda, issue papers and briefings as required.

Qualifications

Qualifications:

  • Ten years of experience with providing budget analysis and support in the IC.

  • Experience with IC financial management systems.

  • Knowledge of the Federal budget process in all phases of the Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) cycle.

  • Knowledge of budget and financial relationships with organizational components to determine whether funds are obligated and expended according to goals and objectives of annual budget plans.

  • Capability to apply budget concepts, methods, and techniques to form, execute, and administer financial management of funds for assigned activities.

  • Advanced proficiency in MS Excel is a must.

  • Bachelor’s Degree in Business Administration, Finance, or related field is required

  • Possession of excellent analytical and organizational skills.

  • Ability to be a self-starter and perform tasks with limited supervision and/or in a team environment.
