Develops detail Scope of Work (SOW) based on preliminary government provided SOW, drawings, and sketches. Coordinates and conducts on site survey with customer to determine actual requirements. Determines construction operations and methods involved and the time required to complete each phase. Determines various types and capacities of construction equipment required and cost of operation and maintenance.
1.Determines quantity of materials, labor, and tool/equipment needs and calculates cost thereof utilizing established standards, i.e., RS Means, Engineer Support System Estimating Module.
2.Prepares project-cost/job summary, including costs of labor, equipment, materials, and any other costs that may affect the project. To include sketches and/or drawings and bill of materials listings.
3.Prepares package for Project Branch implementation of Construction Services. To include sketches and/or drawings and bill of materials listings.
4.Prepares SOW to include contract specifications and drawings for projects being subcontracted to commercial vendors.
5.Establishes initial schedule for work performance.
6.Reports problems encountered during the project process to the supervisor.
7.Maintains historical files of completed projects.
1.Performs other related duties as required.
2.Responsible for conforming to all safe work practices and procedures
Associate Degree in building construction or a directly related trade. Two years of additional experience in directly related field may be substituted for each year of education
Two years experience in building inspections, construction, including electrical and plumbing.
Aptitude for mathematics, ability to quickly analyze, compare, interpret detailed and sometimes poorly defined information, ability to make sound and accurate judgments. Knowledge of computers, including word processing and spreadsheet packages.
