The selectedshallserveasMarineMachinery Repairer (MMR)aboard largevessels(between 100and 299 gross registered tons)operated insupportoffisheryresearch onLakeMichigan, Lake Huron,and LakeSuperior.Thecontractor’s duty station shall vary depending on need between the Cheboygan Vessel Base in Cheboygan,Michiganand LakeSuperiorBiological Station (LSBS) in Ashland, Wisconsin.
The contractorshallexercisegood safety practicesinthe operation ofall machinery, equipment,and toolsandshallbeparticularly alert for thesafety of other crew membersduring his/her operationofdeckmachinery usedinscientific fishing operations.Thecontractor shall beresponsiblefortheinspection,monitoring andmaintenanceoffirefightingandsafety equipment.
The contractor may independentlyplanandexecutework with no direct supervision.However, guidanceandassistanceisprovidedbytheCaptain forsolutionstoresolvedifficultproblems.Frequent contactsaremadewiththepublic,state,and other federal agencies.Successfulperformanceofresearch operations dependstoalargedegreeonclosecooperation and harmonious work relationships betweenvessel crewandscientificstaff.The employeeshallbeconsiderateof divergentviewpointsand personalitiesof othersandshallbeableto get along well and workinharmonywith othercrewmembersand scientificstaff in carryingoutcruiseobjectives.
Practicalworkingknowledgeofthemechanical,electrical, hydraulic,and pneumaticsystemsand componentsofmarinemachineryisrequired.The employeeshallhave experiencein theoperation,maintenance, repairand overhaulofmarinediesel engines,electrical generatingequipmentupto99Kw,ballastwatersystems,potablewatersystems,highandlow pressureservo/electrichydraulicsystems,hotwater heatingsystems,and deckmachinery and equipment used in experimental fishing operations.The employee shallbeskilledin theuseofstandardmachineshiptoolsandequipment,includingarc-and oxy-acetylenetorch welding.
The employeeshall havepracticalworkingknowledgeof basic and advancedmarinefirefightingand hazardous oilspill response.The employeeshallbeskilledin theuseoflifesavingequipment,suchas deployment andmaintenanceofliferaftsandlifeboats.The employeeshallbecapableofinstructingcrew aboardtheresearch vessel insafework practices.Employeeshall beproficient in safetymanagement systems,reporting, and record keeping.Basiccomputerskillsarerequiredformaintaining electronicmaintenancelogsand equipment databases,preparation of reports andequipment orders,useofspreadsheetsto preparebudgets,e-mail communication,andnavigation functions.
The employee shall possess an unlimited U.S. Coast Guard License for piloting vessels on the Great Lakes, and be fluent inEnglish, both verbally andin writing/readingis required.
Task1:LargeResearch VesselGeneralOperationsand Maintenance
Thecontractorshalloperate,service, repair,overhaul(as required)all engineroomand deckmachineryandequipment,including propulsion engines,electrical power plant,pumps, heatingsystem,ballast system,trawl andhydrographic(BT) winches, net reel, gill netlifter,6000 lb. capacity articulatedcrane, and anchor windlass.ServesasTankerman(PIC) duringall fueling operations andmaintainsthevesselincompliancetoUSCG OPA’90regulations.Shall maintainstandardmaintenance and operating recordsfor all engines and other operatingmachinery and equipment,andadvises vessel Captainas to theirmaintenance, repair, and/or overhaulrequirements.Thecontractorshallmaintainaninventory of sparepartsandsuppliesas required to keep vesselmachinery serviceableduringresearch fishing operations.Thecontractorshall assist inthe riggingandrepair offishing gearand othersampling equipment.Atsea,contractorshallprovide backup to thevessel Captain as pilotwhen needed,and other crewmembersas necessary in meetingcruiseobjectives,including butnotlimitedto fisheries and other aquaticsystemsampling.
Task2:LargeResearch Vessel Safety
Thecontractorshallinspect and maintainthevessel’s firefightingequipment (including engineroomfixed CO2system,mainfirepumphosestationsand portableextinguishers)and other safety equipment including inflatableliferafts.Monitorssafetyequipment andmachinery,diagnoses problems,andmakesarrangementsforneededrepairs(e.g., repairing, disassembling, refurbishing,etc.).Thecontractorshall participateinall vessel and vesselbasesafety inspections,safetymeetings,emergencydrills, damagecontrol andshallbecomefamiliarwiththeUSGS SafetyManagement System(SMS), andEmergency StationBill and duties.
Task3.LargeResearch Vessel DocksideOperationsandMaintenance
Duringextended periods of vessel inactivity (i.e., particularly at theendoftheoperating year),thecontractorshallservice, repair, and otherwisemaintainvessels’engines,engineroom,and deckmachinery asrequired;mendsandfabricatesbottomtrawls,mid-water trawls, gradedmeshmultifilament gill netsand associatedfishingequipment;and,assistsin general maintenanceand upkeepofvessel base.Thecontractorshall beexpectedto operatelightindustrial powertoolsin thestation’s repairshopinsupportoffacilitiesmaintenance.
