Portfolio Optimization Manager (POM) oversees and is responsible for the quality, timeliness, and completeness of all Activity Management Plan (AMP) processes, community planning functions, programming, energy management, real property functions, space optimization functions, and the supervision of work and conduct of the portfolio optimization personnel.

Key Responsibilities

  • Responsible for complete installation comprehensive community planning services.

  • Responsible for complete installation planning and programming services as definedin AFI 32-1032 Planning And Programming Appropriated Fund Maintenance, Repair, and Construction Projects, paragraphs 2.1 and 3.1 respectively.

  • Responsible for complete installation energy management services.

Responsible forActivity Management Plan & Sub-AMP Analyst Services.


Skills and Experience

  • The POM shall have a minimum of 5 years’ experience in the engineering section of the civil engineer function at a major US military installation (Air Force experience is preferred).

  • The POM shall have a minimum of 2 years’ experience in a supervisory position.

  • The POM shall have knowledge of and familiarity with the Air Force Planning, Programming, Budgeting, and Execution (PPBE) process.


  • The POM shall have a bachelor's degree in engineering, architecture, construction management, or facility management.

  • Security Clearance Required.
